"DKI Jakarta merupakan Ibukota di Indonesia dengan tingkat kemacetan tertinggi ke 10 di dunia bedasarkan traffic index 2019. Selain itu, berdasarkan World Air Quality Report pada tahun 2019 menunjukan konsentrasi tingkat polusi udara di DKI Jakarta 49,4 g dan menempati urutan ke-5 polusi udara tertinggi di dunia. Dalam suatu perkotaan dengan tingkat mobilitas yang cukup tinggi saat ini sangat perlu dilakukan penilaian terhadap tingkat efisiensi dari infrastruktur transportasi yang berkembang. Dimana tingkat efisiensi ini merupakan faktor yang diperhatikan dalam pembangunan infrastruktur. DKI Jakarta saat ini sedang dalam proses pembangunan infrastruktur kereta yang direncanakan dapat menunjang sistem transportasi. Permasalahan yang muncul dengan pembangunan kereta yang ada saat ini adalah apakah pembangunan sudah didasarkan dengan prinsip keberlanjutan baik secara kinerja maupun tingkat pelayanannya. Dengan begitu, tujuan dari penelitian ini adalah untuk melakukan evaluasi kinerja dan pelayanan infrastruktur transportasi berbasis rel di DKI Jakarta terhadap indikator keberlanjutan dari transportasi berbasis rel. Pada evaluasi ini selanjutnya dipetakan untuk mendapatkan alternatif rekomendasi untuk meningkatkan tingkat keberlanjutan pada transportasi kereta yang ada di DKI Jakarta. Pada pertama dilakukan detail literatur review dari paper yang berfokus kepada indikator keberlanjutan transportasi massal berbasis rel maupun transportasi umum lainnya dan upayanya untuk meningkatkan keberlanjutan. Dari indikator yang didapat kemudian dilakukan penilaian antara kondisi transportasi berbasis rel yang ada saat ini terhadap indikator keberlanjutan yang diteliti, penilaian ini dilakukan oleh responden sampel pengguna transportasi yang ada di DKI Jakarta dan beberapa unit kerja pelaksana dalam perencanaan, pembangunan maupun pengoperasian transportasi massal berbasis rel untuk mengetahui pembobotan tiap indikator dan penilaian transportasi itu sendiri. Metode yang digunakan adalah dengan melakukan pemetaan pembobotan dengan metode AHP dan penilaian dengan metode scoring. Penelitian ini menawarkan hasil bahwa aspek kinerja jaringan dan tingkat pelayanan memiliki pengaruh yang cukup besar terhadap penilaian tingkat kepentingan penumpang dalam preferensi pemilihan transportasi dan memberikan rekomendasi alternatif untuk meningkatkan sistem persinyalan dalam upaya menambah kapasitas dan mengembangkan Kawasan transit (Transit Oriented Development) untuk meningkatkan integrasi antar moda.

DKI Jakarta is the Indonesia's capital city with the 10th highest level of congestion rate in the world based on the 2019 traffic index. Other than that based on World Air Quality Report in 2019 showed DKI Jakarta's air pollutant concentrate 49.4 µg and the 5th highest of air pollutant in the world. In the urban city nowadays the mobility rate is high enough and the efficiency for sustainability assessment in transport infrastructure development is needed. This efficiency is the important key for sustainable infrastructure development. DKI Jakarta currently in the process for construct the railway infrastructure to support the transportation system. The problems appearing is the railway infrastructure networks and the service in DKI Jakarta already planned based on sustainability indicators or not. Therefore, the aims of this research is to make the evaluation of railways infrastructure networks performance and services in DKI Jakarta regards on the railway sustainability key factors. Further evaluation will be used railway sustainability assessment framework and offers some of alternative solution to improve the railway transportation sustainability in DKI Jakarta. First, a detailed literature review of the paper focuses on Indicators of the sustainability indicators and it’s effort to improve railway sustainability, published on scientific journal in period 2011 until 2021. Regarding the indicators obtained, an assessment then carried out by respondents from a sample of transportation users in DKI Jakarta and the implementing works units in planning, building and operating railway transportation. The way to determine the weighting of each indicator and the transportation assessment use the AHP method and make an assessment by the scoring method. This research result offers the networks performance and service rate impact to the sustainability aspect and the passenger importance rate for using the railway transportation in DKI Jakarta and the alternative way to improve signaling system and increase the capacity. Also, the alternative way to increase the integration of mode is developing transit oriented area in the station area."

"Angkutan kota selalu menjadi permasalahan transportasi perkotaan dikarenakan jumlah yang tidak seimbang dan tidak teraturnya waktu dan tempat berhenti yang sering membuat kemacetan di jalan raya. Tak terkecuali di jalan Margonda denga jumlah angkutan umum yang lewat sangat banyak dengan dilewati 6 trayek. Untuk itu diperlukan evaluasi apakah keadaaan eksisting angkutan umum yang lewat di jalan Margonda Raya masih memenuhi standar. Hasil evaluasi angkutan umum menunjukkan bahwa angkutan umum tidak memenuhi standar baik dari segi faktor muatan maupun dari headway kendaraan. Diperlukan perencanaan ulang bukan hanya dari evaluasi dengan mempertimbangkan moda lain sehingga menghasilkan sistem angkutan umum yang efektif.

"Angkot" has always been huge problem of urban transport due unbalanced amount between demand and supply and irregular time and random place to stop which often create traffic jams on the street. Such as ?Jalan Margonda Raya? is one of the biggest impact by high amount and habitual to stop and park their car to wait a passenger. Because of that impact, it required an evaluation which still meet the standards or not. Results of the evaluation shows that public transportation does not meet the standards both in terms of load factor and vehicle headway . Re-planning is required for urban transport which operates which condsider another kind of public transport for resulting an effective public transport system."

"Skripsi ini membahas tentang bagaimana optimisasi jumlah angkutan umum perkotaan pada suatu rute dilakukan menggunakan metode Integer Linear Programming. Penelitian ini bertujuan untuk mengurangi kepadatan lalu lintas dan juga mengurangi biaya yang dikeluarkan.
Model yang digunakan merujuk kepada model penelitian yang telah dibangun oleh Alkheder et al., 2018, dengan menyesuaikan kondisi objek penelitian. Variabel yang digunakan merupakan variabel yang berkaitan dengan tingkat pelayanan angkutan umum, dengan permintaan yang ada pada saat jam sibuk.
Hasil dari penelitian ini menunjukkan, perlu adanya pengurangan angkutan umum yang sudah ada, dengan frekuensi per jam yang telah ditetapkan. Kuantitas optimal yang didapatkan merupakan kuantitas optimal untuk jam sibuk, yang sudah memenuhi syarat untuk melayani penumpang di jam tidak sibuk.

This study discusses about how to optimize bus quantity that is used as urban transport. As the problem constructed is about optimization, Integer Linear Programming is chosen to be the method for this study. The purpose of this study is to decrease the quantity of bus based on demand and certain constraints made by observing the object of this study, thus will decrease total cost in each route based on the length of them.
This study was conducted with case study design to apply and modify Alkheder et al., 2018 model through observation results. The variables involved in this study are about service level given by the operator of bus and the demand in each route.
This study found that a decrease in bus quantity is a must to match the demand with certain standard frequency. The optimal quantity of bus is the optimal quantity for peak hours, assuming the quantity is edible to serve demand in off peak hours.

"Kebijakan pembatasan akses kendaraan angkutan barang pada tahun 2011 memberikan dampak terhadap kinerja sistem Jalan Tol Dalam Kota Jakarta. Tujuan penelitian ini adalah menganalisis dampak penerapan kebijakan ini pada sistem Jalan Tol Dalam Kota Jakarta sebelum dan setelah penerapan kebijakan serta menganalisis dampak yang terjadi tanpa penerapan kebijakan dengan menggunakan indikator transportasi berkelanjutan sebagai parameter penelitian. Hasil penilaian parameter waktu tempuh, jumlah konsumsi bahan bakar minyak, biaya konsumsi bahan bakar minyak, tingkat fatalitas, biaya korban kecelakaan, jumlah emisi CO2, biaya polusi karbon, dan tingkat kebisingan menunjukkan bahwa kebijakan ini berdampak positif terhadap kelancaran dan keselamatan lalu lintas namun tidak mendukung keberlanjutan transportasi kota secara keseluruhan. Selain itu, penerapan kebijakan ini memberikan dampak yang lebih baik dibandingkan dengan tanpa penerapan kebijakan ini.

Freight vehicle access restriction policy in 2011 has had an impact on the performance of Jakarta Intra Urban Tollway system. The purpose of this study is to analyze the impact of the implementation of this policy in Jakarta Intra Urban Tollway system before and after the implementation of the policy and to analyze the impact that occurs without the implementation of the policy by using the sustainable transportation indicators as the research parameters. The assessment results of the parameters travel time, amount of fuel consumption, cost of fuel consumption, fatality rate, cost of accident victim, amount of CO2 emissions, cost of carbon pollution, and noise level indicate that this policy has a positive impact on traffic smoothness and safety but does not support overall urban sustainable transportation. In addition, implementation of this policy has a better impact than without the implementation of this policy."

"THE SEARCH FOR EQUILIBRIUM IN PEOPLE MOVEMENTS

Together, the uniting forces of our .communication and transportation systems are dynamic elements in the very name we bear- United States, Without them, we would be a mere alliance of many separate parts (President Dwight D Eisenhower message to Congress, February 22, 1955)
While our world is now in the process of shrinking and reshaping due to the transport technology, our big cities, paradoxically, are enlarging, and overcrowding in such a way that even the same technology is not able to overcome time and distance.
It is the movement of people that matters, not the movement of such mechanical deices as motorized private vehicles.
Urban transportations (and its related issues) is perceived to be a domain where complexity and mega-conflicts prevail : population concentration vs employment deconcentration.
Urbanization vs rural empowerment
Old fashioned, "power approach" law vs development, "welfare approach" law."academic thought" spatial planning vs economic driven urban activities. Economic growth vs regional disparity. High intensity of development vs land carrying capacity land use vs transport services (endless cycles) vehicle movement vs people movements mass rapid transit vs urban expressway comfort movements of the affluent vs forgotten transport disadvantages no government intervention vs redistribution of income environmental depletion vs taking nature into account
Problem Statements ( in Search of the Equilibrium)
1. The problem of urban congestion has become so great that we are coming to the conclusion that there could be sufficient highway space and parking capacity to permit the movement of all people in private cars.
2. Expressways and parking facilities not only will solve the problem of congestion but will actually make it worse. Elaborate urban expressways are futile because of the tremendous reservoir of traffic waiting to absorb any new street capacity.
3. Those who try to accommodate private cars "is doomed to inevitable failure; the better they do their job the greater will be their failure".
4. The cities just cannot resign themselves to private cars and let mass transportation slide to ruin and extinction, They must preserve mass transportation or stagnate. Downtown is doomed to die unless cities streets movement of people rather than movement of vehicles.
5. Neither private cars nor mass transportation nor any other mechanical contrivance can solve the problems of urban congestion. As a solution of the traffic problem these devices are pure deception. Putting the emphasis on supplying transportation facilities rather than controlling the demand: serves only to aggravate congestion is long , as nothing is done fundamentally to rehabilitate the cities themselves, the quicker will people forsake them and the greater the problems for those left behind to cope with.
6. Private cars and mass transportation are both guilty of promoting congestion; and that have resulted in the .successful attempt to crowd too many people and too much economic activity into too little space.
7. Metropolitan areas face difficult task of arriving at decisions than will determine the physical and financial future of tomorrow's city.
8. Emphasizing expressways and parking facilities to accommodate private car use, or modernizing mass transportation facilities to reduce the number of vehicles entering the city? Or will solutions depend instead on the extensive replanning and rebuilding of the city?
THE EQUILIBRIUM
The solution of urban transport massive congestion does not he in ;her two extremes MRT or Urban Expressways.
The solution lies in between, not only between those two system but in the equilibrium among transport supply systems, between supply and demand slides, between capital and non-capital management strategies, between public and private initiatives, and between growth and environmental quality.
The equilibrium is represented by an integrated, intermodal transport system which is safe, efficient, reliable and professional, where urban trip makers can have modal choice given by economically competitive services and their perceived travel time values.
For our big cities, the equilibrium can only be achieved by undertaking reforms and restructuring of our institutional settings dealing with urban transport, legal and regulator frameworks supporting the system, capacity building of the human resources, pricing and cost policy of urban travels, management skills and software's, and private sector participation.
The center point is of course of having a strong political will, emerging to the surface because of professional support systems, provided by professional transport groups/ organization.
