"PD. PAL Jaya merupakan salah satu perusahaan daerah yang cukup potensial untuk dikembangkan di antara perusahaan-perusahaan daerah di Iingkungan Pemda DKI Jakarta. Untuk melayani pasar yang cukup besar dalam pengelolaan limbah perkotaan di wi|ayat1 DKI Jakarta, PD. PAL Jaya memerlukan strategi yang tepat untuk meningkatkan kinerjanya dengan memanfaatkan sumber daya yang dimilikinya secara optimal.
Tesis ini bertujuan untuk mengkaji strategi yang tepat dalam pengelolaan sumber daya serta memmuskan dan mengimplementasikan strategi PD. PAL Jaya daiam rangka meningkatkan kinerjanya sekaligus pengembangan usaha untuk mengisi peluang pasar yang ada.
Dalam menganalisis sumber daya, diidentifikasi faktor-faktor utama yang mempengaruhi kinerja PD. PAL Jaya, yaitu: (1) Asset, (2) Sumber Daya Manusia, (3) Sistem Nlanajemen, (4) Kebijaksanaan Pémerintah dan, (5) Permodalan. Sedangkan dalam menganalisis kinerja PD. PAL Jaya digunakan kriteria operasi dan pelayanan, produktivltas tenaga kerja dan keuangan sesuai dengan aturan dan pedoman dari Pemda DKl_ Metode yang digunakan dalam menganalisis Sumber daya PD. PAL Jaya adalah metode deskriptif, sedangkan perumusan strategi peningkatan klnerja menggunakan metode PHA (Proses Hirarki Analitik).
Hasil penelitian ini menunjukkan bahwa sumber daya manusia merupakan faktor terpenting yang mempengaruhi kinerja PD- PAL Jaya, clan aktor yang memiliki peranan terpenting adalah Direksi PD- PAL Jaya. Tujuan yang hendak dicapai adalah optimatisasi benefit, pengembangan usaha, optimasi aktiva dan menunjang program Pemda DKI. Untuk hal tersebut, prioritas komponen kinerja yang paling penting untuk diperhatikan adalah aspek operasi dan pelayanan.
Dalam aspek operasi dan pelayanan strategi yang perlu dilakukan adalah melakukan penyesuaian tarif air limbah. Sedangkan dalam produktivitas tenaga kerja, PD.PAL Jaya perlu memprioritaskan pengelolaan Sumber Daya Manusia dengan mengintroduksi budaya kerja baru yang berorientasi ke pasar. Untuk meningkatkan kinerja keuangan, strategi yang perlu di prioritaskan adalah penyertaan modal pihak ketiga, meialui usaha patungan I.
Untuk mencapai sasaran perusahaan, perlu melakukan penyusunan strategi dan keputusan strategis, selanjutnya mengimpiementasikan strategi tersebut. Kesatuan lembaga pengelola (one management) untuk pelayanan Supply air bersih dan pengelolaan air limbah menjadi satuan pengelola membantu tercapainya pelayanan yang lebih baik."

"ABSTRAK
Penelitian ini bertujuan untuk menggambarkan kapasitas pengambilan keputusan oleh pemerintah Provinsi DKI Jakarta dalam pengelolaan lingkungan hidup berdasarkan prinsip good environmental governance terutama dalam pengendalian pencemaran udara. Teori yang digunakan adalah konsep good environmental governance (GEG) yang didalamnya terdapat tujuh prinsip bagaimana membangun tata kelola lingkungan yang baik. Pendekatan penelitian ini adalah post positivist dengan teknik pengumpulan data studi kepustakaan dan wawancara mendalam. Hasil penelitian ini adalah sebagian besar memenuhi prinsip GEG karena sudah berdasarkan prinsip deliberative, efficeient, science-based, dan risk-based namun terdapat prinsip yang belum dilaksanakan secara maksimal yaitu transparent, accountable, open and balance. Hal ini disebabkan kapasitas Pemerintah Provinsi DKI Jakarta dalam pengelolaan lingkungan hidup mengalami beberapa kendala seperti terbatasnya kesadaran masyarakat akan pentingnya pengendalian pencemaran udara, terbatasnya perangkat hukum dan kewenangan, hubungan antar SKPD, hubungan pemerintah pusat dan pemerintah daerah DKI Jakarta, serta jumlah dan kualitas sumber daya manusia.

ABSTRACT
This research aims to describe decision making capacity by DKI Jakarta Province Government on how to manage environment based on Good Environmental Governance (GEG) principal, especially on air pollution. The research use the concept of good environmental governance in which there are seven principles of how build good environmental governance. The approach was post positivist using literature review and depth interview. Most of the results meet GEG principles which are deliberative, efficient, science-based, dan risk-based, but there are principles have not been implemented maximally which are transparent, accountable, open and balance. It is due to the capacity of Jakarta?s Provincial Government in environmental management having some obstacles such as public awareness limitation related to air pollution control importance, a set of law and authority limitation, relationship inter-SKPD, relationship between central government and province government, and quantity and quality of human resource

"Penelitian ini mengkaji kelayakan teknis, lingkungan, ekonomi, dan sosial pemanfaatan biogas dari Instalasi Pengolahan Air Limbah (IPAL) PD PAL JAYA untuk memasak. Kajian kelayakan teknis melihat kecukupan potensi biogas untuk memenuhi kebutuhan biogas warga sekitar. Kajian lingkungan melihat signifikansi pengurangan konsumsi LPG dan minyak tanah. Kajian ekonomi melihat penghematan yang dapat dicapai warga pengguna LPG maupun minyak tanah apabila menggunakan biogas. Kajian sosial melihat persetujuan warga sekitar mengenai adanya pemanfaatan ini. Hasil dari keempat kajian mendapatkan hasil yang positif, sehingga pemanfaatan biogas dari IPAL PD PAL JAYA layak secara teknis, lingkungan, ekonomi, dan sosial.

This study analyze the technical, environmental, economic, and social feasibility of biogas utilization from PD PAL Jaya Sewage Treatment Plant (STP) for cooking. The technical aspect analyze the adequacy of biogas potention from PD PAL Jaya STP with the local residents biogas needs. The environmental aspect analyze the significance of the LPG and kerosene consumption reduction. The economic aspect analyze the savings that can be achieved by LPG and kerosene users when using biogas instead of LPG or Kerosene. The social aspect of this research analyze the acceptance of the local residents regarding the biogas utilization. All of the results from these four aspects are positive. Therefore the biogas utilization from PD PAL Jaya STP is technically feasible, environmentally sustainable, economically profitable, and socially acceptable."

"[Tesis ini menganalis tentang bauran pemasaran produk daging sapi potong PD Dharma Jaya yang terdiri dari variabel produk, harga, promosi, distribusi dan personil dalam rangka revitalisasi peran PD Dharma Jaya berdasarkan persepsi pelanggan dan pegawai. Penelitian menggunakan metode kuantitatif yang diperkuat dengan observasi dengan jumlah sampel total 96 orang, wawancara
terbuka dan wawancara mendalam (in deepth interview). Uji beda 2 sampel menggunakan uji U Mann Whitney dipakai untuk menguji perbedaan persepsi antara pelanggan dan pegawai PD Dharma Jaya. Hasil penelitian menunjukkan bahwa terdapat perbedaan persepsi antara pelanggan dan pegawai untuk variabel produk, harga, promosi dan distribusi PD Dharma Jaya yang ditunjukkan dengan nilai probabilitas masing-masing variabel sebesar 0,000 atau di bawah level signifikansi sebesar 0,050. Berdasarkan hasil analisis kuesioner, observasi dan wawancara dengan pelanggan, pegawai dan pihak terkait, jika variabel bauran pemasaran diperbaiki, maka akan dapat mendukung upaya revitalisasi peran PD Dharma Jaya sebagai unsur Dewan Ketahanan Pangan Provinsi DKI Jakarta yaitu mewujudkan Ketahanan Pangan Daerah sebagai bagian dari Ketahanan Nasional.

observation, open interview and in deepth intervew. Mann-Whitney U test is used to test customers and employees? difference perception. And the results show that there is difference perception between customers and employees about product, price, promotion and place proven by probability value 0,000 for each variables or below level of significance 0,050. With analysis result from questionaires, observation and interview with customers, employees and related parties, improvement of marketing mix is needed to support the role revitalization effort of PD Dharma Jaya as the member of Food Security Board in Special Capital Region of Jakarta that is achieving Regional Food Security as a particulary of National Resilience.
