"ABSTRAK
Penulisan ini secara deskriptif menarasikan pelajar yang menggunakan tempat tinggal (rumah orang tua dan rumah kost) untuk melakukan tindak pidana berupa penyalahgunaan narkoba, dimana idealnya tempat tinggal bagi pelajar haruslah dapat menjadi lokasi untuk beristirahat dan beraktifitas yang sesuai dengan keberadaan seseorang sebagai pelajar. Namun pada kenyataannya terdapat banyak kasus pelajar yang menggunakan tempat tinggal digunakan sebagai tempat untuk menyalahgunakan narkoba.
Dalam penulisan ini menjelaskan beberapa konsep place dan Place moral aspect dan persepsi masyarakat (reaksi sosial) terhadap pelaku dan tempat yang dapat menimbulkan pembacaan moral dari warga masyarakat sekitar, sehingga memunculkan redefinisi makna private dan publik.

ABSTRACT
These script in description narrated students that using living places (parents house and boarding house) to doing criminal attitude as using drugs, where the ideal living house for students must can be location to resting and activiting that suitable with someone status as a student. However in reality occur many case that students using living house for place to using drugs.
In these script describe some concept of place and Place moral aspect and community perception (social reaction) towards subject and place that can inflict moral reading from community around, that inflict redefinition private and public mean."

"[ABSTRAK
Museum Polri tidak hanya berperan memberikan pendidikan dan pengetahuan
kepada anggota Polri, namun juga bagi masyarakat terutama yang berhubungan
dengan persoalan-persoalan sosial, salah satunya yang berkaitan dengan
permasalahan narkoba yang semakin meningkat di masyarakat. Perkembangan di
Indonesia yang saat ini bukan hanya sebagai pasar dan tempat transit bagi
peredaran narkoba yang dilakukan oleh jaringan internasional tetapi sudah bisa
dikatakan mampu untuk memproduksi dalam memenuhi permintaan yang sangat
tinggi di dalam negeri, dan bahkan disinyalir mengekspor hasil produksi ke luar
negeri. Akan tetapi koleksi dan informasi mengenai narkoba saat ini dianggap
belum dapat mewujudkan edukasi bahaya penyalahgunaan narkoba karena
pameran yang ada belum menampilkan keseluruhan informasi dan pengetahuan
mengenai narkoba secara jelas dan utuh kepada masyarakat. Oleh karena itu
dibutuhkan konsep pengembangan ruang pameran pemahaman tentang narkoba
sebagai cara preventif dan pre-emtif selain dengan melakukan cara represif. Tesis
ini menggunakan metode kualitatif dan menerapkan teori pendidikan
konstruktivis yang disesuaikan dengan perkembangan yang ada sehingga mampu
menciptakan ruang pameran yang melibatkan masyarakat secara aktif.

ABSTRACT
Indonesian National Police Museum not only serves in giving education and
knowledge to Policeman, but also for publics especially related to social issues.
One of the issues is narcotics and dangerous drugs. Today, Indonesia is not only
as a market place or transit point for international drug trafficking but also is able
to produce in order to meet the high demand in the country itself, and even
exports overseas. In Indonesian National Police Museum, the collection and
information about narcotics and dangerous drugs are not considered in delivering
the message and education of the abuse of narcotics and dangerous drugs because
the exhibition is not displaying the whole information and knowledge clearly
about narcotics and dangerous drugs to public. Hence, it needs to develop the
concept at the exhibition room for the understanding of narcotics and dangerous
drugs as a preventive and preemptive methods, beside the repressive method. This
study uses qualitative methods and applies constructivist education theory suited
with the existing condition in order to create exhibition room which engages the
public actively, Indonesian National Police Museum not only serves in giving education and

"Menurut BNN, prevalensi penyalahguna obat meningkat sebesar 0,15% dari 1,80% di tahun 2019 menjadi 1,95% di tahun 2021. Angka prevalensi penyalahgunaan pernah pakai meningkat sebesar 0,17% dari 2,4% di tahun 2019 menjadi 2,57% di tahun 2021. Peningkatan prevalensi penyalahguna obat mencerminkan terjadinya peningkatan peredaran obat-obatan psikoaktif dan prekursornya di masyarakat. Salah satu cara untuk mengurangi peredaran obat-obatan tersebut adalah dengan memperhatikan proses distribusi obat, karena distribusi obat yang baik dapat mencegah beredarnya obat ke tangan yang salah. Kepatuhan terhadap SOP terbukti membantu meningkatkan efisiensi dan mengurangi risiko terjadinya hal-hal yang tidak diinginkan. Penerapan SOP yang baik diikuti dengan kepatuhan terhadap SOP tersebut dapat meminimalisir risiko obat golongan psikotropika, prekursor, dan obat-obatan tertentu untuk disalahgunakan. Penelitian ini bertujuan untuk mengkaji kepatuhan PBF terhadap SOP distribusi, khususnya psikotropika, prekursor, dan OOT yang didistribusikan melalui KFTD Pusat. Berdasarkan hasil analisis kesesuaian, didapatkan kesimpulan bahwa prosedur pengadaan obat psikotropika, prekursor, dan obat-obat tertentu di KFTD Pusat sudah sesuai dengan SOP.

According to BNN, the prevalence of drug abusers increased by 0.15% from 1.80% in 2019 to 1.95% in 2021. The prevalence rate of drug abuse increased by 0.17% from 2.4% in 2019 to 2 .57% in 2021. The increase in the prevalence of drug abusers reflects the increasing circulation of psychoactive drugs and their precursors in society. One way to reduce the circulation of these drugs is to pay attention to the drug distribution process, because good drug distribution can prevent drugs from circulating in the wrong hands. Compliance with SOPs has been proven to help increase efficiency and reduce the risk of unwanted things happening. Good application of SOPs followed by compliance with these SOPs can minimize the risk of psychotropic drugs, precursors, and certain drugs to be misused. This study aims to examine PBF's compliance with distribution SOPs, especially psychotropics, precursors, and OOT which are distributed through the Central KFTD. Based on the results of the suitability analysis, it was concluded that the procedure for procuring psychotropic drugs, precursors, and certain drugs at the Central KFTD was in accordance with the SOP"

"The crime of drugs abuse has resulted in a new phenomenon in the illegal underworld of indonesia. The significant rise of drugs-related crimes can be seen in the large numbers of people detained in correctional institutions and detention facilities in Indonesia. This condition obviously affects the attempts to guide these offenders, which is one of the objectives of a criminal justice system. Without serious, thorough and continuous attempts to tackle the problem, the whole correctional system will be affected for the worse.
This study intends to describe how routine activities of the ofncers and their contacts with inmates do not result in involvement with distribution of drugs in correctional institutions. The method of data collection used was by depth-interviewing informants. The number of informants was four officers of Tangerang Juvenile Correctional Institution. informants are selected purposively to portray various characteristics and routine activities, contact and noninvolvement in drugs distribution in the correctional institution. To find out whether there were any involvement in such abuse; data analysis was done by coding the obtained data to create a working hypothesis and analyzing it, resulting in the conclusions of the study.
Based on the findings of the study, it can be deduced that routine activities, such as those described by Cohen and Felson, did not always result in abuses of power in the form of involvement of officers in drugs distribution, although there were contacts at the same place and time between officers and drugs-related inmates. The interaction and learning processes, according to the differential association theory, did not result in involvement of officers due to the definition and rationale of the officers that involvement in drugs distribution in the correctional institution is in violation of the law, resulting in adverse consequences. This understanding prevents distribution of drugs, as value systems of officers affect them not to be involved in distribution of drugs."
