"Perubahan iklim mengancam ketersediaan dan kualitas air minum, terutama di daerah pedesaan Indonesia, sehingga dapat memengaruhi ketercapaian SDG 6. Inisiatif untuk menyediakan air minum bagi daerah pedesaan dan peri-urban dilakukan melalui penyediaan air minum dan sanitasi berbasis masyarakat (PAMSIMAS). Penelitian terkait PAMSIMAS saat ini memiliki fokus terhadap aspek teknis dan non-teknis yang berkaitan dengan keberlanjutan layanan sehingga adanya limitasi informasi terkait ketahanan atau resiliensi PAMSIMAS dalam menghadapi perubahan iklim. Penelitian ini bertujuan untuk menilai resiliensi PAMSIMAS menggunakan kerangka How Tough is WASH (HTIW) melalui enam dimensi dan melibatkan 16 PAMSIMAS di Bengkalis, Cianjur, dan Dumai melalui FGD, wawancara, observasi, analisis geospasial, dan studi literatur. Penelitian ini menemukan bahwa PAMSIMAS memiliki tingkat ketahanan dan prioritas sedang terhadap perubahan iklim, dengan skor total 16 dari 30. Bengkalis menjadi lokasi dengan tingkat prioritas aksi tertinggi yang memiliki skor 7 dari 30, sementara Dumai dan Cianjur memiliki prioritas menengah dengan skor 17 dari 30. Penelitian ini juga menemukan perlunya peningkatan ketahanan dalam aspek dukungan institusi, manajemen pelayanan, dan infrastruktur sebagai prioritas utama, rantai pasokan dan tata kelola masyarakat sebagai prioritas kedua, dan lingkungan sebagai prioritas terakhir. Di samping hal tersebut, penelitian ini juga menemukan perlunya mempertahankan inisiatif dalam mendukung resiliensi, seperti intergasi aspek budaya lokal dalam manajemen komunitas sehingga memiliki tingkat kohesi sosial dan inklusivitas yang baik. Penelitian ini menemukan adanya korelasi positif dalam dimensi penilaian sehingga inisiatif peningkatan resiliensi dapat dilakukan secara holistik dan simultan. Untuk itu, penelitian ini merekomendasikan aksi yang terbagi dalam beberapa aspek, yaitu peningkatan aspek data dan informasi, perluasan sumber pendanaan, pengoptimalan tata kelola antara pemangku kepentingan, pengembangan kapasitas KPSPAMS, serta ekspansi jangkauan inovasi, selaras dengan kerangka akselerasi SDG 6.

Climate change threatens the availability and quality of drinking water supply, especially in Indonesia’s rural areas, hindering the achievement of SDG 6. The current initiative to provide clean drinking water for the rural and peri-urban areas is through a community-led water supply (PAMSIMAS). While current PAMSIMAS research focuses on the technical and non-technical aspects of service continuity, limited information is available on its resiliency to climate change. This study aims to assess the resiliency of PAMSIMAS using the How Tough is WASH (HTIW) framework with six different domains and involved 16 PAMSIMAS in Bengkalis, Cianjur, and Dumai through FGD, interview, site observation, geospatial analysis, and literature study. This study found that PAMSIMAS has a medium level of resiliency and priority to climate change, with a total score of 16 out of 30, aggregated from all study locations. Bengkalis scored 7 out of 30, making it the highest priority location for action. In contrast, Dumai and Cianjur have a score of 17 out of 30, making it a medium priority. This study also found that significant improvements to enhance climate resiliency are needed in several areas, focusing on aspects such as institutional support, service management, and infrastructure as the priority, supply chain, and community governance as the second priority, and the environment as the last priority. In addition, this study also found the need to maintain initiatives in supporting PAMSIMAS climate-resilience, such as the integration of local cultural aspects in community management to have a good level of social cohesion and inclusivity. This study also found a positive correlation in several assessment dimensions, implying that initiatives to improve resiliency should be carried out holistically and simultaneously. Hence, this study also recommends improvement programs focusing on robust data and information, expanding the PAMSIMAS financing source, improving governance between stakeholders, optimizing KPSPAMS capacity development, and enhancing innovation, in line with SDG 6 acceleration framework."
