"Analisa pergerakan manusia untuk pengembangan exoskeleton membutuhkan set data yang didapatkan dari badan biologis manusia. Data yanga diambil dapat dikategorikan menjadi 2 format untuk mempermdah pengertian. Pembagian ini bisa dikategorikan sebagai aspek biologis dan aspek mekanik, yang direferensikan dari pengertian forward and inverse dynamics untuk analisa pergerakan. Evaluasi parameter ini bisa dilaksanakan menggunakan beberapa metode yang masing-masing bertepatan dengan sebuah respons yang specifik, seperti responss biologis atau respons eksternal untuk menafsirkan set data yang diperlukan. Metode yang dipertimbangkan berdasarkan persyaratan perangkat prototipe dan skema filtering yang terdiri atas prosedur pertimbangan evaluasi yang didasarkan dari persyaratan dan aksesibilitas. Berdasarkan dari pertimbangan dan filtering, skripsi ini telah menyimpulkan bahwa utilisasi prosedur MMG dan deteksi pergerakan berdasarkan IMU adalah yang paling sesuai untuk digunakan pada implementasi ini. Penempatan sensor-sensor akan didasari atas analisa data yang diharapkan, yang dimana skripsi ini dapat diwujudkan dengan analisa sistem tubuh manusia bagian atas. Dibutuhkan 12 total sensor yang dikategorikan menjadi 2 IMU sensor berbeda (MPU6050 & MPU9250) dan sebuah multiplexer untuk merealisasikan skripsi ini.

Analysing human movement for the development of exoskeleton requires data sets obtained from the human biological body. Data are categorized into 2 formats for ease of understanding, biological aspect and mechanical aspect, referred from the forward and inverse dynamics approach of movement analysis. Evaluation of these parameters can be undertaken by several methods each which coincide with a specific biological response or external variations to interpret required data sets. Methods that were taken into consideration based on the requirement of the device prototype and a filtering scheme that consists of procedure consideration evaluation based on requirements and accessibility.
Based on the consideration and filtering, this thesis has concluded that the utilisation of the MMG procedure and IMU based motion detection is best suited for implementation. Placement of the sensors will be based about data analysis that is intended, which in this thesis is realised with the analysis of the human upper limb system. A total of 12 sensor grouped into 2 distinct IMU sensors (MPU6050 & MPU9250) and a multiplexer is required for the implementation.

"Jika kawasan pada umumnya memilih untuk hanya mendukung universalitas HAM, maka tidak demikian bagi ASEAN. Ia mendukung prinsip universal melalui instrumen-instrumen HAM internasional. Dengan bersamaan, ia membuat AHRD yang turut mengatur bahwa HAM harus ditegakkan dengan mempertimbangkan partikularitas regional maupun nasional. Penelitian ini menganalisis bagaimana diskursus kontestasi HAM menjelaskan pembuatan AHRD tersebut. Penelitian ini berupaya mendapatkan penjelasan yang mendalam dan tuntas melalui pendekatan kualitatif dan interpretatif. Penelitian ini juga menggunakan logika dari Queer Theory yang memungkinkan untuk mengalisis kasus tersebut. Ternyata ditemukan bahwa ketika AHRD dianalisis dengan menggunakan teori tersebut, AHRD dapat dipahami sebagai dokumen yang menawarkan jawaban bagi kebutuhan realita sosial ASEAN.

Regions in general choose to only support universality in human rights. However, ASEAN supports universality through various international instruments. At the same time, the region also supports particularity through its AHRD by considering both regional and national particularities. This research aims to see how the contestation between both principles explain this case. In doing so, this research uses qualitative and interpretative approaces to achieve deep and thorough explanations. It also uses the logics of Queer Theory in realising such goal. When AHRD is analysed using that logic, it is found, that the document offers answers to ASEAN’s social reality.

"Pengembangan sumber daya manusia merupakan salah satu bagian dari manajemen sumber daya manusia yang harus dilaksanakan oleh organisasi. dalam organisasi publik, Pengembangan SDM dilakukan untuk meningkatkan knowledge, skill dan abilities PNS di maksud. Di dalam Peraturan Pemerintah Nomor 11 Tahun 2017 tentang Manajemen PNS yang menyatakan bahwa setiap PNS memiliki hak untuk memperoleh pengembangan kompetensi selama dua puluh jam pelajaran dalam satu tahun. Pengembangan kompetensi dilakukan untuk meningkatkan kompetensi setiap PNS melalui berbagai kegiatan, salah satunya dengan melaksanakan pendidikan dan pelatihan (Diklat). Diklat dapat dilaksanakan dengan berbagai metode baik secara klasikal maupun non-klasikal. Penelitian ini dilakukan dengan pendekatan kualitatif yang bersifat deskriptif dengan jenis penelitian terapan yang bertujuan untuk memberikan solusi terhadap strategi pengembangan SDM yang di lakukan oleh Kementerian Hukum dan Hak Asasi Manusia melalui Badan Pengembangan Sumber Daya Manusia Hukum dan HAM dan Balai Pendidikan dan Pelatihan Hukum dan HAM. Teknik pengumpulan data dalam penelitian ini dilakukan melalui wawancara terhadap informan internal dan eksternal yang berjumlah sebanyak sepuluh informan. Informan internal di antaranya Sekretaris Badan, Kepala Bidang Program di Pusat Pengembangan Diklat Teknis dan Kepemimpinan dan Pusat Pengembangan Diklat Fungsional dan HAM serta Kepala Pusat Penilaian Kompetensi. Sedangkan, informan eksternal BPSDM Hukum dan HAM di antaranya, Kepala Kantor Wilayah, Kepala Divisi Administrasi dan Kepala Bagian Pengembangan Karir di Biro Kepegawaian. BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM memiliki tugas dan fungsi untuk melaksanakan pengembangan SDM terhadap seluruh PNS di lingkungan Kementerian Hukum dan Hak Asasi Manusia. BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM saat ini menyelenggarakan pengembangan SDM dengan melaksanakan pendidikan dan pelatihan (Diklat) melalui daring dengan metode Pembelajaran Jarak Jauh (PJJ) dan e-learning. Diklat dilaksanakan sesuai dengan sasaran strategis BPSDM Hukum dan HAM yang berpedoman pada rencana strategis Kementerian Hukum dan HAM. Dalam pengembangan SDM yang dilakukan oleh BPSDM dan Balai Diklat Hukum dan HAM terdapat faktor penghambat, sehingga perlu adanya strategi pengembangan SDM yang sesuai dan dapat dilaksanakan oleh BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM. This research was conducted with a qualitative approach that is descriptive with the type of applied research that aims to provide solutions to human resources development strategies conducted by the Ministry of Law and Human Rights through the Human Rights Human Resources Development Agency of Law and Human Rights and the Center for Education and Training of Law and Human Rights. Data collection techniques in this study were conducted through interviews with internal and external informants totaling ten informants. "Tujuan penelitian ini adalah untuk menganalisis analisis jabatan di Direktorat Jenderal Hak Asasi Manusia (Ditjen HAM ) dalam hal ini implementasi analisis jabatan pada proses penempatan pegawai Direktorat Jenderal Hak Asasi Manusia dan faktor-faktor lain yang turut mempengaruhi proses penempatan pegawai selain berdasarkan analisis jabatan.
Penelitian studi implementasi analisis jabatan di Ditjen HAM adalah penelitian kualitatif yang pengumpulan datanya didapat melalui wawancara mendalam dengan narasumber yang berkompeten di Ditjen HAM yaitu para Pejabat Eselon Dua dan Kepala Bagian (Kabag) kepegawaian Ditjen HAM. Proses wawancara mendalam dilakukan berdasarkan pedoman wawancara yang telah dibuat sebelumnya. Hasil wawancara dibuat transkrip wawancara dan dianalisis kemudian ditarik kesimpulan.
Dari penelitian ini dan setelah dianalisis bahwa penempatan pegawai baik itu mutasi maupun promosi yang dilaksanakan di Ditjen HAM belum berdasarkan analisis jabatan. Hal ini dikarenakan analisis jabatan sendiri untuk Ditjen HAM masih dalam penyusunan karena Direktorat Jenderal ini mengalami perubahan nomenklatur sehingga menyebabkan adanya perubahan tugas pokok dan fungsi (tupoksi) dari tiap-tiap direktorat yang ada di Ditjen HAM, sehingga analisis jabatan perlu disusun lagi disesuaikan dengan tupoksi yang baru.
Penempatan pegawai karena belum berdasarkan analisis jabatan maka penempatan pegawai selama ini di Ditjen HAM dipengaruhi oleh empat faktor. Tiga faktor yang paling dominan adalah faktor pimpinan, faktor sumber daya manusia itu sendiri dan faktor struktur organisasi. Sedangkan faktor yang kurang dominan tapi juga mempengaruhi penempatan pegawai di Ditjen HAM adalah faktor prosedur penempatan pegawai, dalam hal ini Bapeijakat. Baperjakat dalam hal ini belum sepenuhnya dipakai dalam setiap proses penentuan penempatan pegawai Ditjen HAM.

This research is to analyze whether job analysis is already implemented on replacement staff in Directorate General of Human Rights or not yet and which factor beside job analysis that influence processing replacement staff on promotion or mutation.
This research is qualitative research, which is collecting of data through deep interview with competent respondents. They are directors and head of human resource department of Directorate General of Human Rights. Interview with term of reference that already arranged before that interview do. After interview has done, transcript of interview made, analyze and made some conclusion.
From this research has known that the replacement of staff in Directorate General of Human Rights, mutation or promotion that all this time already happen have not based on job analysis yet. This had been happen because job analysis is not already used on, still in progress. This Directorate had changed structure of organization and also changed the main task and function all of each directorate on Directorate General of Human Rights, and this consequence made that a job analysis has to redesign.
The replacement of staff in Directorate General of Human Rights is not already based on job analysis, it based influence by four factors. The factor that dominant influence the replacement staff in Directorate General of Human Rights is leadership, human resources and structure of organization and the last factor that not influence too much is procedure of replacement, in this case are Baperjakat meeting. Baperjakat meeting is not used completely in process the replacement staff in Directorate General of Human Rights.

"Human Factor Analysis and Classification System Framework merupakan suatu metode yang telah banyak digunakan untuk investigasi kecelakaan diberbagai bidang seperti penerbangan, pertambangan, kereta api, dan industri lainnya. Metode HFACS terdiri dari beberapa lapisan seperti organizational influences, unsafe leadership, precondition to unsafe act dan unsafe act. Di PT X sendiri belum pernah dilakukan investigasi kecelakaan menggunakan metode ini. Oleh karena itu penulis mencoba melakukan analisis kecelakaan di PT X yang terjadi selama tahun 2014. Dari hasil analisis yang dilakukan diketahui bahwa setiap level pada lapisan HFACS memiliki kelemahan-kelemahan yang perlu diperbaiki untuk memperkuat pertahanan.
Unsafe act terdiri dari error dan violation. Kelemahan yang terdapat dalam error berupa skill based error yaitu kegagalan pengoperasian dan kontrol yang tidak benar, kesalahan navigasi dan persiapan dan pemeliharaan alat yang tidak memadai. Untuk Decision error yang menjadi kelemahan adalah berupa prosedur manuver yang tidak benar, gagal mengenali kondisi berbahaya dan penempatan peralatan dan material yang tidak benar. Perceptual error memiliki kelemahan berupa kesalahan memperkirakan jarak, ketinggian, kedalaman, berat dan kondisi permukaan. Sedangkan yang menjadi kelemahan pada Violation adalah berupa tingginya pelanggaran SOP, kegagalan mengamankan peralatan dan pelanggaran batas kecepatan.
Kelemahan pada precondition to unsafe act yang terdiri dari environmental factor, condition of employee serta personal factor yaitu environmental factor berupa kondisi cuaca yang buruk, kondisi jalan tambang yang berbahaya, jalanan licin serta peralatan dan tools yang rusak. Sedangkan untuk condition of operator yaitu kurangnya kompetensi. Untuk personal factor yang menjadi kelemahan adalah komunikasi dan koordinasi bahaya yang buruk. Pada level unsafe leadership yang menjadi kelemahan terbesar terdapat pada elemen inadequate leadership yaitu berupa pengawasan pekerjaan yang tidak memadai serta kegagalan melakukan penilaian risiko. Level terakhir pada HFACS yaitu organizational influences dimana pada level ini yang menjadi kelemahan adalah berupa pelaksanaan kebijakan yang tidak konsisten serta manajemen feedback dari karyawan yang tidak memadai.

Human Factor Analysis and Classification System Framework is a method that has been commonly used to investigate accidents in every different sector such as aviation, mining, railway and other industry. HFACS method is consist of some sections like organizational influences, unsafe leadership, precondition to unsafe act and unsafe act. In PT X itself was never been doing accident investigation using this method. Therefore, the author try to analyze the accidents which happened in PT X during 2014. From the analysis result it?s been known that every level on HFACS layer has weaknesses which need to be improved to strengthen defences.
Unsafe act is consist of error and violation. The weakness which are inside the error such as skill based error are inadvertent operation and incorrect control, navigational error, inadequate prepared and maintenance of equipment. For decision error the weakness are improperly of maneuver procedure, failure to recognize unsafe condition and improperly placement of equipment and material. Perceptual error has a weakness such as misjudgement of distance, height, depth, weight and surface condition. The weakness of violation is such as disregard of SOP, failure to secure equipment and violation of speed limit.
The weaknees of precondition to unsafe act which is consist of environmental factor, condition of employee and personal factor, where environmental is like inclement weather condition, unsafe mining road, slippery road and defective of equipment and tools. For condition of operator is lack of competency. For personal factor, the thing which become the weakness ia about inadequate communication and coordination. At the unsafe leadership level the biggest weakness is on the inadequate leadership element which like inadequate monitoring of work and failure to conduct risk assessment. The last level of HFACS is organizational influences where at this level, the things which become the weakness is the inconcistency implementation of policyand inadequate feedback from employee to management."
