"Penelitian ini berupaya membahas peran Himpunan Masyarakat Nuklir Indonesia (HIMNI) dalam proses pembahasan RUU EBT pada tahun 2020. Untuk menjelaskan peranan tersebut, penulis akan terlebih dahulu menjelaskan dinamika pembahasan RUU EBT pada tahun 2020 dengan menggunakan dua aspek dalam teori Agenda Setting yang dikembangkan oleh Kingdon, yakni aliran permasalahan dan aliran kebijakan. Penulis kemudian berupaya mengulas peran HIMNI sebagai Policy Entrepreneur dalam aliran permasalahan pembahasan RUU EBT. Dalam skrpsi ini, penulis berhasil menemukan beberapa temuan. Penulis berhasil menjelaskan bahwa HIMNI bertindak aktif sebagai policy entrepreneur dalam aliran kebijakan pembahasan RUU EBT karena secara aktif melakukan tindakan pelunakan dan mengharapkan insentif bagi anggota mereka ketika proposal yang mereka tawarkan dapat diakomodasi oleh Komisi VII DPR RI dalam RUU EBT.

This research aims to discuss the role of the Indonesian Nuclear Society Association (HIMNI) in the drafting process of the New and Renewable Energy Bill in 2020. To explain this role, the author first explains the drafting process of RUU EBT in 2020 by using two aspects in the Agenda Setting theory developed by Kingdon: the problem stream and the policy stream. The author seeks to examine the role of HIMNI as a Policy Entrepreneur in the problem stream in the drafting process of the EBT Bill. In this thesis, the author managed to find several findings. Author has succeeded in explaining that HIMNI acts actively as a policy entrepreneur in the policy flow of the EBT Bill discussion because they expect incentives for its members' involvement when Commission VII DPR RI can accommodate the proposals they offer in the EBT Bill."

"Tesis ini menganalisis kebijakan Indonesia terkait World Health Organization Framework Convention on Tobacco Control, dengan pertanyaan penelitian yang diajukan adalah mengapa Indonesia masih belum menandatangani Framework Convention on Tobacco Control (FCTC) meski telah menyatakan komitmennya dalam pemberantasan PTM akibat tembakau di forum internasional? Melalui teori state transformation, tesis ini memetakan sejarah perkembangan pertembakauan, dengan mengkaji transformasi politik domestik dan internasionalisasi yang terjadi di Indonesia. Berdasarkan hasil analisis yang dilakukan, tesis ini menemukan bahwa terjadinya state transformation yang ditandai dengan adanya desentralisasi, fragmentasi negara dan internasionalisasi mengakibatkan Indonesia tidak lagi dapat dikatakan sebagai entitas yang tunggal. Kondisi ini kemudian mempengaruhi sikap ketidak konsistenan (kontradiksi) Indonesia terkait World Health Organization Framework Convention on Tobacco Control.

The present work analyses Indonesia's policies toward World Health Organization Framework Convention on Tobacco Control. The research question that this study employs is "what explains Indonesia's reluctance in signing Framework Convention on Tobacco Control despite its commitment to combat non-communicable diseases?". This thesis utilises State Transformation theory to contextualise tobacco-related issues within Indonesia's historical millieu. State Transformation theory analyses Indonesia's domestic transformation and its internationalisation process. The study finds that the state transformation process; in which fragmentation, decentralisation, and internationalisation occur; transforms Indonesia into a multifaceted entity. This "multifaceted entity" condition is what explains Indonesia's inconsistent and contrasting policies toward World Health Organization Framework Convention on Tobacco Control."
