"ABSTRACTThe need and pressure for efficiency and effectiveness in the provision of health care goods and services remain strongly up to date. In this paper, we measure the technical efficiency of Indonesian provinces health care system between 2010 and 2013. We compare the performance of each province using Data Envelopment Analysis method, assuming that they operate in comparable environments. Our results suggest that Papua Barat have the lowest efficiency. At current resource level, they could boost life expectancy were performance similar to that of best practice provinces. We also found that provinces that are most efficient are those provinces located in Java Island. In addition, we found that these patterns in efficiency performance are associated with at least three factors i public spending per capita, ii smoking prevalence, and iii population density.

ABSTRAKPengawasan terhadap efektivitas serta efisiensi dari pelayanan kesehatan seringkali terlupa namun penting untuk diperhatikan. Penerapan prinsip efisiensi pada khususnya sangatlah penting karena dilatarbelakangi oleh terbatasnya sumber daya yang tersedia. Studi ini mengukur efisiensi teknis dari pelayanan kesehatan di tiap-tiap provinsi di Indonesia antara tahun 2010 sampai dengan 2013. Penilaian performa dilakukan menggunakan metode Data Envelopment Analysis, dengan berasumsi bahwa provinsi di Indonesia beroperasi dalam lingkungan yang sebanding. Hasil dari penelitian menunjukkan bahwa provinsi Papua Barat memiliki level performa yang paling rendah. Apabila kapasitas pelayanan kesehatan di provinsi tersebut memiliki level efisiensi sebagaimana provinsi yang tergolong efisien, maka capaian angka harapan hidup dapat ditingkatkan secara lebih optimal. Lebih lanjut, penelitian ini menemukan bahwa hampir semua provinsi yang terletak di pulau Jawa tergolong efisien. Terdapat tiga faktor yang diduga memiliki keterkaitan dengan performa efisiensi: i pengeluaran kesehatan per kapita, ii prevalensi merokok, dan iii kepadatan penduduk."
