"Pada penelitian ini akan membahas mengenai pemungutan Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB-P2) atas Bandara Internasional Hang Nadim Kota Batam ditinjau dari asas kepastian hukum. Penelitian ini menggunakan teori asas kepastian hukum, Soemitro (1988), sebagai teori utama. Penelitian ini menggunakan pendekatan post positivist dengan teknik pengumpulan data studi litaratur dan wawancara mendalam. Hasil penelitian ini menunjukkan bahwa pemungutan PBB-P2 atas Bandara Internasional Hang Nadim Kota Batam belum mencerminkan asas kepastian hukum, baik dari segi objek pajak ataupun subjek pajak. Implikasi dari dispute tersebut adalah timbulnya potensi yang hilang dalam Pendapatan Asli Daerah Kota Batam yang bersumber dari tunggakan bandara dan adanya pungutan PBB-P2 tersebut juga dapat mengganggu arus kas dan biaya psikologi Wajib Pajak.

This research discusses about the Rural and Urban Property Tax Collection on Hang Nadim International Airport in Batam based on Certainty Principle. Soemitro's theory (1988) about the principle of certainty were used in this research as the main theory. In addition, this research used post positivist approach with studying of literature and depth interviews as data collection.

The results of this research shows that the collection of rural and urban property tax in Hang Nadim International Airport has yet to reflect the principle of certainty, include the tax object and the subject to tax. The dispute implications caused the incidence of potencial lost in Batam's Region Own Source Revenue which was sourced from the airport rural and urban property tax arrears and the collection of that tax also disrupt Taxpayers's cash flow and psychological cost."
