ABSTRACTThis research is about revitalization of research and development (RND) institution in Indonesia. One of the problems faced by Indonesia for decades since independence in 1945 is the institutional arrangement, including RND institutions. The presence of RND institutions is needed to develop new products and improving old products, including helping the government to strengthen the public policy. However, the presence of many institutions -both at the national level (LIPI, BPPT, LAPAN, BATAN, and Division of RND in Ministry), and local level (Division of RND in Provinces and Regency/Municipality)- often not followed by the coordination and synergy well, overlapping research topics, and no inter-institutional research collaboration. Budget, quality of the researcher, number of publication of research and patent, are another challenge. In Indonesia, research was done more to satisfy and curiosity of researchers and not based on market needs. So, Indonesia is necessary to reorientation of science and development by revitalize the RND institution. Mintzberg (1979) in The Structuring of Organizations noted the RND Institution is the support unit in middle levels. Based on the complexity of the problem, I proposed three research questions: (1) how effective the RND institution, what are problems that arise in RND institution, and what is exactly model revitalization for RND institution? This study will use mixed method that combines quantitative research that uses survey method and qualitative research method that uses in-depth interview, focused group discussion, and literature study. The respondent of this research is the researcher in RND institution to find out their experiences and problems during becomes researcher. To formulate the definition of existing problems, I will use tool of Checkland and Scholes (1990), as known as CATWOE and to make the model, I will use Soft System Methodology. "
