"Efisiensi merupakan salah tujuan dalam sebuah instansi, terlebih pada pemerintah provinsi di era desentralisasi seperti saat ini. Efisiensi pemerintah provinsi dalam penelitian ini diukur dengan metode Data Envelopment Analysis (DEA) dengan menggunakan serangkaian indikator input dan output sebagai acuan, Hasil yang didapatkan menunjukkan bahwa untuk model orientasi output menunjukkan ada 20 provinsi di Indonesia yang sudah mencapai efisiensi penuh dan 13 provinsi tidak mencapai efisiensi penuh. Penelitian ini juga melihat persebaran daerah yang efisien dan yang tidak efisien dilihat dari sisi besar kecil APBD, banyak sedikit jumlah penduduk, geografis provinsi-provinsi tersebut, serta dibandingkan dengan jenis opini BPK.
Efficiency is a focus on all institutions, especially at the provincial government that face decentralization era nowadays. Efficiency of the provincial government in this research is measured by Data Envelopment Analysis (DEA) method. It is used some indicators that can reflect the performance results of local expenditures and the number PNS as inputs. So that, governments, societies, and researchers get the insight whether provincial governments in Indonesia efficient or not. For output indicators in this research used indicators of health, education, and indicators that refer to musgravian, which is a combination of economic stability, economic distribution, and economic performance. As the result of this research, in 2011 there were 13 provinces in Indonesia that did not reach full efficiency, whereas the rest, 20 provinces could achieve full efficieny. This study also elaborated the distribution of efficient and inefficient provinces in terms of the size of budget managed, the population, geographic area, and also opinion result form BPK."

"Tujuan dari penyusunan tesis ini adalah untuk menguji peranan pengeluaran pemcrintah terhadap pertumbuhan ekonomi di Indonesia sejak periode 1972 sampai I997. Pada masa itu, Indonesia dan beberapa negara di kawasan Asia Tenggara dikenal sebagai Negara dengan pencapaian pertumbuhan ekonomi yang cukup menakjubkan. Paper ini menggunakan kerangka pemikiran bahwa ekonomi terdiri dari dua sektor, yaitu sektor pemerintah dan sektor swasta, dimana sektor pemerintah mampu menghasilkan eksternalitas bagi sektor swasta yang pada akhirnya akan meningkatkan pertumbuhan ekonomi secara keseluruhan. Dengan memanfaatkan data tahunan Indonesia, penulis menemukan bahwa investasi swasta memiliki pengaruh positif dan signifikan terhadap pertumbuhan ekonomi di Indonesia, sebaliknya investasi pemerintah tidak menunjukkan tanda yang signifikan. Sektor swasta tampaknya muncul sebagai pendorong bagi pertumbuhan ekonomi sesuai pandangan paham ekonomi pasar bebas.
This paper try to examines the role of government expenditure on economic growth in Indonesia from the period of 1972 - 1997. In that period, indonesia and several countries in the region are known as the extraordinary countries in growth achievement. This paper use framework that economy consist of two sector, government and private, where government sector yield externality to private sector to improve economic growth. By using time series data of Indonesia, I found that private investment has positive and significant influence on economic growth. Meanwhile, government investment does not show significant sign. Government size has negative effect and government sector has lower productivity compare to private sector. Private sector comes as an engine for economic growth which contimi the pro market point ofview. The same outcome was also found in panel data estimation using 4 ASEAN countries (Indonesia, Malaysia, Thailand and Philippines). Government growth also yields positive externality effect on private sector and private sector as the main source of economic growth."
