"Tesis ini membahas sekuritisasi isu terorisme di Australia pasca kejadian terorisme pada 11 September 2001 atau lebih dikenal dengan peristiwa 9/11. Penelitian ini akan memberikan gambaran proses dari fenomena sekuritisasi isu terorisme Australia yang kemudian digunakan untuk menganalisis tujuan dari sekuritisasi tersebut dilakukan. Penelitian ini menggunakan metode kualitatif secara deduktif dengan data-data sekunder. Kerangka analisis yang digunakan dalam tesis ini adalah kerangka sekuritisasi isu. Kerangka sekuritisasi menjelaskan proses konstruksi ancaman dan justifikasi ancaman melalui mekanisme speech act yang dilakukan oleh aktor sekuritisasi (securitizing actor) kepada audiens (audience) yang dibantu oleh kondisi pendukung (facilitationg condition).
Dalam kajian sekuritisasi, ada empat komponen sekuritisasi yang terlibat dalam proses speech act antara lain; ancaman nyata (existential threat), objek referensi (referent object), situasi darurat (emergency situations) dan tindakan khusus (extraordinary measures). Kajian sekuritisasi kemudian akan dianalisis untuk memberikan penjelasan tentang tujuan sekuritisasi dengan konsep strands of securitization. Hasil penelitian secara umum menunjukkan keberhasilan sekuritisasi yang dilakukan oleh Perdana Menteri John Howard dan jajaran pemerintahannya sebagai aktor utama dalam sekuritisasi melalui mekanisme speech act.
Sekuritsasi isu terorisme terjadi dipengaruhi oleh adanya berbagai isu sebagai kondisi pendorong seperti kejadian 9/11, Bom Bali, pemilu di Australia, invasi Afghanistan dan Irak, hingga kemunculan terorisme domestik berbasis jihadis yang dikenal dengan istilah Home-Grown Terrorist (HGT). Selanjutnya keberhasilan proses tersebut menjawab tujuan utama dari proses yaitu untuk mengkonstruksikan ancaman terorisme sebagai agenda keamanan, inisiatif kontra-terorisme untuk memitigasi ancaman di masa depan, fungsi deterrence untuk menghalau tindakan terorisme berkembang di Australia, dan menciptakan mekanisme kontrol terhadap isu terorisme di Australia.

This thesis discusses about securitizations of terrorism in Australia post September 11, 2001 terrorist attack or broadly known as 9/11. The purposes of this study are to describe securitization on the matter of terrorism in Australia and analyze the purposes of securitization occured in the first place. This study utilizes a deductive analysis of qualitative methods supported by secondary data. The analytical framework of this study uses the securitization theory.
The securitization study initially focused on designation of threat and justification of an action with speech act mechanism by the securitizing actors towards the audience under the facilitating condition applied. In the securitization theory, there are four components of securitization involved in the speech act mechanism such as; existential threat, referent object, emergency situations and extraordinary measures. The discussions about securitization will help the study to conclude the objectives securitization on terrorism happened within the strands of securitization model.
This study argues that the successful securitization conducted by Prime Minister John Howard and his cabinet as the main actor of securitization affected by certain phenomena such as; 9/11, Bali Bombing, Australian Elections, Afghanistan and Irak Invasion, and jihadis domestic terrorisme known as Home Grown Terrorist (HGT). It also answers the purpose of the securitization for constructing the threat for security agenda, preemptively building the counter-terrorisme initiative to mitigate terrorism threat in the future, creating the detterence effect, and lastly to gain control over terrorism issue in Australia.
