"ABSTRAK
Dalam pemanfaatan teknologi informasi yang kritikal seperti e-commerce dan e-government, dibutuhkan sistem transaksi elektronik yang aman dan handal. Aman dan handal berarti memberikan jaminan terhadap keontentikan dari data atau transaksi elektronik, integritas data atau transaksi elektronik, dan nir-sangkal kepemilikan data atau transaksi elektronik.
Untuk mengatur hal itu maka pemerintah mengeluarkan Undang Undang (UU) Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik, dan Peraturan Pemerintah (PP) No 82 Tahun 2012 tentang Penyelenggaraan Sistem dan Transaksi Elektronik, yang di antaranya mengatur tentang tanda tangan elektronik dan sertifikat elektronik.
Untuk menjalankan amanat hukum tersebut, Kementerian Komunikasi dan Informatika (Kemenkominfo) membangun Infrastruktur Kunci Publik (IKP) Nasional dengan Penyelenggara Sertifikat Elektronik (PSrE) Induk sebagai root anchor-nya. Untuk hal itu Kemenkominfo perlu menyusun Certificate Policy (CP) dan Certification Practice Statement (CPS).
Penelitian dilakukan di PSrE Induk Infrastruktur Kunci Publik Nasional Indonesia di bawah tanggung jawab Kementerian Komunikasi dan Informatika.
Metodologi penelitian yang digunakan adalah action research, untuk membangun CP dan CPS digunakan kerangka kerja RFC 3647. Metode wawancara, telaah dokumen digunakan untuk mendapatkan data. Metode focus group discussion digunakan untuk validasi konsep rancangan.
Hasil dari penelitian ini adalah satu dokumen CP IKP Nasional yang dapat digunakan oleh Kemenkominfo untuk mengatur kebijakan untuk pengelolaan seluruh sertifikat yang diterbitkan dalam IKP Nasional Indonesia, dan satu dokumen CPS Root CA Indonesia yang mendefinisikan prosedur dan praktek yang dilakukan oleh PSrE Induk dalam administrasi dan pengelolalaan sertifikat

ABSTRACT
In the critical use of information technology such as e-commerce and e-government, electronic transaction system needs safe and reliable. Safe and reliable means providing assurance for authencity of data or electronic transactions, data integrity or electronic transactions, and non-repudiation of data or electronic transactions.
To set it, the government of Republic of Indonesia issues Law (UU) No. 11 of 2008 on Information and Electronic Transactions, and Government Regulation (PP) No. 82 of 2012 on the Implementation of Systems and Electronic Transaction, of which regulates the electronic signature and electronic certificate.
To execute the mandate of the law, the Ministry of Communications and Information Technology (Kemenkominfo) build a Public Key Infrastructure (IKP) and Root CA Indonesia as its root anchor. For that matter Kemenkominfo needs to write a Certificate Policy (CP) and Certification Practice Statement (CPS).
The study was conducted at the Indonesia National Public Key Infrastructure under the responsibility of the Ministry of Communications and Information Technology.
The research methodology used was action research, to build the CP and CPS we used RFC 3647 as framework. Interviews, and review of documents was methods used to obtain data. Focus group discussion method was used to validate the design.
The result of this study is a CP document, which regulates the life cycle all over certificates issued in IKP National and a CPS document, which defines the procedures and practices conducted by rooted CA in the administration and management of certificate."

"Manifestasi birokrasi yang berkelas dunia dapat diwujudkan dalam pengelolaan SDM aparaturdi sektor publik. Manajemen ASN dipandang sebagai sebuah pijakan awal untuk melakukan percepatan pelayanan publik dan peningkatan profesionalitas setiap aparatur negara. Upaya tersebut dilakukan dalam manajemen talenta ASN yang mampu menentukan kualitas seorang pegawai berdasarkan kompetensi, kualifikasi, dan potensi yang dimilikinya (Seno, 2022). Mahkamah Konstitusi RI sebagai salah satu lembaga peradilan tertinggi di Indonesia yang menggawangi persoalan konstitusi sudah menerapkan manajemen talenta sejak tahun 2021. Dari cepatnya proses penerimaan pegawai terhadap manajemen talenta, MK mampu menorehkan prestasinya dalam bidang pengelolaan kepegawaian dengan mengembangkan sebuah sistem manajemen talenta yang menjadi dasar penilaian objektif bagi seluruh pegawai. Penelitian ini menggunakan teori critical success factors in talent management oleh Tafti et al (2017), Sehatpour et al (2020), dan Kravariti & Johnston (2019) yang terdiri dari 4 dimensi, yaitu dimensi environmental, cultural/behaviour, structural, dan managerial untuk mengidentifikasi faktor keberhasilan manajemen talenta di MK. Pendekatan post-positivist digunakan pada penelitian ini dengan proses pengumpulan data yang dilakukan melalui wawancara mendalam dan studi kepustakaan yang relevan. Penelitian ini menghasilkan dimensi environmental dan dimensi cultural/behaviour menjadi pendorong utama keberhasilan manajemen talenta yang dilakukan MK. Meskipun terdapat 2 dimensi yang masih belum tercapai, pelaksanaan manajemen talenta di MK tetap terlaksana dengan efektif terlebih dalam merealisasikan sistem pengelolaan talentanya.

The manifestation of a world-class bureaucracy can be realized in the human resource management of public sector. Enhancing the professionalism of all civil servants and expediting public services are perceived to begin with the HR process. It assumes as a startingpoint to accelerate public services delivery and fastening business processes of each civil servant. These efforts are conducted in the talent management of civil servants who are able to determine the quality of an employee based on their competencies, qualifications, and potentials (Seno, 2022). As one of the most important institution in Indonesia that handles constitutional issues, the Constitutional Court of the Republic of Indonesia, has been implementing talent management since 2021. The lightning-fast pace of acceptance for talent management enabled the Constitutional Court to develop a talent management system that served as the basis for an objective assessment of every single employees, thus resulting in significant progress to the field of personnel management. This study usesthe theory of criticalsuccess factors in talent management by Tafti et al (2017), Sehatpour et al (2020), and Kravariti & Johnston (2019) which consists of 4 dimensions: environmental, cultural/behavioural, structural, and managerial dimensions to identify the success factors of talent management in the Constitutional Court. The post-positivist approach is used in this study with a data collection process conducted through in-depth interviews and relevant literature studies. According to this research, the Constitutional Court's talent management program has been successful primarily because of the environmental and cultural/behavioral dimensions. On the other hand, there are 2 dimensions that have not yet been achieved, the implementation of talent management at the Constitutional Court is still runs effectively, regarding the realization of the talent management system."
