"Keamanan (security), keselamatan (safety), dan keberlanjutan (sustainability) adalah konsep-konsep yang sudah lama diperbincangkan dalam isu-isu pemanfaatan orbit Bumi untuk mecegah kerusakan. Namun, tantangan lingkungan orbit Bumi yang semakin padat dan rumit membuat skenario kehilangan fungsional maupun aset antariksa itu sendiri semakin besar dan perlu dimitigasi. Pendekatan ketahanan (resilience) kemudian banyak dikembangkan oleh sejumlah negara dalam menjawab tantangan tersebut. Indonesia pun menghadapi tantangan yang sama meskipun aset antariksanya masih relatif sedikit. Kendati demikian, berbeda dengan negara lainnya, Indonesia telah memiliki konsep ketahanan nasional yang lebih luas sehingga pengembangan dan pengejawantahan konsep ketahanan antariksa yang sesuai dengan Indonesia diperlukan. Penelitian tesis ini membahas pengembangan konsep ketahanan antariksa (space resilience) dan menggali keterkaitannya dengan kebijakan dan praktik di Indonesia dalam konteks ketahanan nasional. Metode kajian yang digunakan mencakup wawancara dengan berbagai instansi dan pakar-pakar terkait; studi literatur; telaah media; dan telaah arsip. Tesis ini menemukan pengembangan konsep ketahanan antariksa yang terpadu dengan ketahanan nasional berpotensi besar untuk dilakukan berdasarkan pengalaman pemanfaatan orbit Bumi. Pola-pola ancaman berupa gangguan, serangan, dan peristiwa merusak yang terjadi di orbit Bumi sangat berkaitan dengan ketahanan nasional Indonesia di permukaan Bumi. Secara praktis, penyegaran ulang konsep Wawasan Nusantara sebagai geopolitik Indonesia dapat menjadi titik fokus dalam pengenalan ketahanan antariksa di Indonesia.

Security, safety, and sustainability are concepts that have long been discussed in the issues of using the Earth's orbit to prevent damage. However, the challenges of the increasingly congested and complicated Earth orbit environment make the scenario of functional loss and the space asset itself getting bigger and needs to be mitigated. The resilience approach has been developed by a number of countries in response to these challenges. Indonesia also faces the same challenges even though its space assets are still relatively small. However, unlike other countries, Indonesia already has a broader concept of national resilience so that the development and implementation of the concept of space resilience that is suitable for Indonesia is needed. This thesis research discusses the development of the concept of space resilience and explores its relationship to policies and practices in Indonesia in the context of national resilience. The study methods used include interviews with various agencies and related experts; study of literature; media review; and archives review. This thesis finds that the development of the concept of space resilience that is integrated with national resilience has great potential to be carried out based on the experience of utilizing Earth's orbit. Threat patterns in the form of disturbances, attacks, and destructive events that occur in Earth's orbit are closely related to Indonesia's national security on the Earth's surface. Practically speaking, refreshing the concept of Wawasan Nusantara as Indonesian geopolitics can be a focal point in the introduction of space resilience in Indonesia."
