"Penelitian ini membahas mengenai analisis pelayanan perizinan berbasis online di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Pemerintah Kota Depok: studi kasus Pelayanan Izin Usaha Perdagangan (IUP) dan Tanda Daftar Perusahaan (TDP). Pelayanan berbasis online ini muncul dikarenakan terdapat  kesulitan pada pelayanan terdahulu, antara lain prosedur yang berbelit-belit, lamanya waktu yang dibutuhkan, dan biaya yang tidak menentu. Pemerintah di tuntut untuk melakukan perbaikan terhadap sistem pelayanan perizinan. Untuk itu, pemerintah Kota Depok  menerapkan pelayanan perizinan berbasis online untuk memudahkan masyarakat dalam mengakses pelayanan perizinan di Kota Depok.
Skripsi ini menjelaskan penerapan pelayanan perizinan berbasis online dan apa saja hambatan yang terdapat dalam penerapannya. Penelitian ini merupakan penelitian deskriptif dengan pendekatan positivist. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi kepustakaan.Teori yang digunakan adalah teori pelayanan publik dan e-government, dimana pada tahap analisis akan disesuaikan dengan prinsip-prinsip e-government.
Hasil penelitian didapatkan bahwa pelayanan perizinan berbasis online khusus IUP dan TDP sudah baik. Penerapannya sudah berjalan sesuai dengan prinsip-prinsip e-government. Adapun hambatan dalam penerapnnya adalah masalah waktu, sosialisasi, dan infrastruktur (jaringan internet). Rekomendasi yang diberikan adalah dengan memperbaiki infrastruktur (jaringan internenet).

This study discusses the Analysis of Online Licensing Services in the One-Stop Integrated Services and Investment Services of Depok Government: A Case Study of Trading Business Permit Services and Company Registration. This online-based service arises because there are difficulties in previous services, including complicated procedures, length of time needed, and uncertain costs. The government is demanded to make improvements to the licensing service system. For this reason, the government applies online-based licensing services to facilitate the public in accessing licensing services in Depok.
This thesis explains the application of online-based licensing services and the obstacles in its implementation. This research is a descriptive study with a positivist approach. The technique of data collection is done through interviews, observation, and literature studies. The theory used is the theory of public services and e-government, where at the analysis stage will be adjusted to the principles of e-government.
The results of the study showed that licensing services based online specifically IUP and TDP were good. The implementation has been carried out in accordance with the principles of e-government. The obstacles to implementing it are the problems of time, socialization, and infrastructure (internet network). The recommendations given are to improve infrastructure (internet network) and improve socialization to the community.

Implementasi Qlue merupakan kaitan antara teknologi, institusi dan agensi. Penulis mencoba mengkaji mengenai bagaimana proses relasi antara teknologi, institusi, dan agensi dalam mendorong transformasi pelayanan publik di Jakarta melalui pengadopsian teknologi Qlue pada laporan pertanggung jawaban RT. Argumen utama dalam artikel ini adalah proses relasi antara teknologi, institusi dan agensi merupakan faktor yang sangat berperan dalam transformasi pelayanan publik. Artikel ini mencoba mengisi pandangan dari artikel sebelumnya yang hanya memperlihatkan peranan perubahan teknologi dalam transformasi pelayanan publik. Melalui metode wawancara mendalam dan observasi di salah satu wilayah penanganan Qlue terbaik yaitu kelurahan galur. <
ABSTRACT
This study focuses on the effort of public services through technology adoption. One of forms is the responsibility report Rukun Tetangga in Jakarta through the Qlue application The implementation of Qlue is how it links between technology, institution, and agency. The author tries to review the process of relation among these three aspects occur to promote the transformation of public services in Jakarta through adoption of Qlue technology for accountability report in RT. The main argument on this article is that the process of relation technology, institution, and agency as they become the main factors in transformation of public services. This article attempts to give different perspective as the other articles with same themes only show the role of the advanced technology in public services. Via the depth interview and observation method in the place that become the sample is in one of the regions which using Qlue in its best way is Kelurahan Galur, Central Jakarta. "

"Tujuan dari penelitian ini adalah untuk mengetahui apakah distribusi fasilitas layanan publik di DKI Jakarta lebih menguntungkan bagi daerah tertentu dan untuk mengetahui fasilitas apa saja yang tidak terdistribusi secara adil. Fasilitas layanan publik memiliki peran penting untuk meningkatkan kualitas kehidupan manusia, distribusi fasilitas layanan publik harus didistribusikan secara adil sehingga setiap orang dapat menikmati akses yang sama. Penelitian ini menggunakan dua langkah aksesibilitas berbasis ArcGIS dan menerapkan metode untuk memeriksa aksesibilitas spasial dan non-spasial ke 2 layanan publik utama di Jakarta; kesehatan dan pendidikan. Studi ini juga menunjukkan pentingnya mengukur jarak dan akses seakurat mungkin, menggunakan metode analis jaringan, sehingga dapat memberikan representasi yang lebih realistis dari cakupan area layanan masing-masing fasilitas. Hasil penelitian menunjukkan bahwa masih ada kekurangan distribusi fasilitas pelayanan publik, terutama fasilitas Puskesmas. Di mana secara keseluruhan fasilitas Puskesmas hanya memfasilitasi sebanyak 156,941km2 atau 24% dari keseluruhan area Jakarta menggunakan metode jaringan jalan. Temuan juga menunjukkan bahwa distribusi lokasi fasilitas masih terkonsentrasi di pusat kota Jakarta, sehingga orang-orang yang tinggal di pinggir kota tidak memiliki kesempatan yang sama untuk menggunakan fasilitas layanan publik yang tersedia.

The purpose of this study is to determine whether the distribution of public service facilities in DKI Jakarta is more profitable for certain regions and to find out what facilities are not distributed fairly. Public service facilities have an important role to improve the quality of human life, the distribution of public service facilities must be distributed fairly so that everyone can enjoy the same access. This study uses two steps of accessibility based on ArcGIS and applies a method to check spatial and non-spatial accessibility to 2 main public services in Jakarta; health and education. The study also shows the importance of measuring distances and access as accurately as possible, using the network analyst method, so as to provide a more realistic representation of the service area coverage of each facility. The results showed that there was still a lack of distribution of public service facilities, especially public health centers. Where as a whole public health centers only facilitate as much as 156,941km2 or 24% of the entire Jakarta area using the road network method. The findings also show that the distribution of facility locations is still concentrated in the center of Jakarta, so people who live on the edge of the city do not have the same opportunity to use the available public service facilities."

"Most public services delivered through contemporary contracting out of public private partnership demonstrate agencies and firms will form the relational governance of a dynamic equilibrium between a control-oriented standard contract and a trust-oriented relational contract. In this article, the cultures and arts campaigns representative of such ethnic groups as the Hoklo, Hakka, Mainlanders, Indigenous peoples, and New Immigrants held in Taoyuan City in recent years were selected as cases for exploring the characteristics of relational governance. In-depth interviews were conducted with the stakeholders in relevant agencies, firms and ethnic groups. The research goal is to explore the dynamics, performance perception, and collective actions of relational governance which formed by agencies, firms, and ethnic groups in the contracting out local arts and cultural campaigns. The multiple case studies in this article have found that the key factors affecting campaign performance is institutional characteristics, namely, the outsourcing of campaigns led by the ethnic representative agency. In other words, the Hakka and Indigenous campaigns are often contracted out by dedicated agencies, thus the ethnic groups and firms also jointly fulfill and bear accountabilities. Campaign outsourcing is more inclined toward the trust-oriented relational governance. By contrast, Hoklo, Mainlanders, and New Immigrants campaigns are planned and outsourced by ordinary agencies, thus the ethnic groups’ involvement is limited, mostly taking part only in campaign shows. Campaign outsourcing is inclined toward the control-oriented relational governance. It was also found that the setup of the ethnic representative agency and the ethnic groups’ participation are crucial to improving performance of ethnic cultural and arts campaigns, which are more in line with the spirit of contemporary democratic governance. Based on the research finding, agencies were suggested to employ more trust-oriented relational governance, establish partnership with firms, and encourage professional ethnic groups coproducing local ethnic cultural and arts campaigns."
