"Upaya untuk meningkatkan kesejahteraan melalui penanggulangan kemiskinan dan pengurangan pengangguran merupakan prioritas utama pembangunan. Untuk meningkatkan efektivitas penanggulangan kemiskinan dan penciptaan lapangan kerja, pemerintah meluncurkan Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri mulai tahun 2007.
Program PNPM Mandiri menyiapkan landasan kemandirian masyarakat berupa lembaga kepemimpinan masyarakat yang representatif, mengakar dan kondusif bagi perkembangan modal sosial (sosial capital) masyarakat di masa mendatang yang disebut dengan Lembaga Keswadayaan Masyarakat (LKM).
Dalam prakteknya seringkali ditemukan adanya perbedaan keberhasilan antara satu LKM dengan LKM lain di wilayah yang berbeda. Persoalan perbedaan keberhasilan antara satu LKM dengan LKM lain merupakan suatu persoalan yang perlu ditelusuri untuk perbaikan Implementasi program ke depan sehingga pemerataan pembangunan yang dicita-citakan dapat diwujudkan.
Pelaksanaan Program PNPM Mandiri perkotaan di LKM Bina Budi Mulya lebih mencerminkan community-based development dibanding LKM Ratujaya. Pada imlementasi program PNPM Mandiri di Kelurahan Pancoran Mas, pendekatan community-based development cukup berhasil dilaksanakan. Masyarakat sudah dilibatkan sejak proses perencanaan, dimana masyarakat sendiri yang memilih pengurus LKM dengan mekanisme voting. Berbeda halnya dengan Kelurahan Ratujaya dimana implementasi prinsip community based development menjadi sangat rumit dilakukan sebab sejak dana bergulir sudah tidak ada dan LKM sudah jarang rapat bahkan selama penulis mengadakan penelitian selama hampir 3 bulan dari Januari hingga Maret belum pernah diadakan rapat LKM satu kalipun.
Pengelolaan Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri sangat menekankan prinsip-prinsip diantaranya: bertumpu pada pembangunan manusia, otonomi, desentralisasi, berorientasi pada masyarakat miskin, partisipasi, kesetaraan dan keadilan gender, demokrasi, transparansi dan akuntabel, prioritas, kolaborasi, keberlangsungan dan sederhana. Pada implementasi program dilapangan prinsipprinsip tersebut terlaksana lebih cenderung ke arah ekonomi dan perputaran ekonomi bergulir. Jika pelaksanaan dilapangan terus-menerus hanya berkutat seputar masalah ekonomi tanpa penguatan substansi prinsip-prinsip PNPM Mandiri maka LKM akan terperangkap dalam ekonomi bergulir. Lembaga LKM yang sejatinya dimaksudkan untuk menumbuhkan nilai-nilai universal kemanusiaan lama-lama jadi tidak dapat diwujudkan karena peran LKM yang menyempit menjadi semacam lembaga mikro kredit bagi masyarakat kelurahan.
Upaya pemberantasan kemiskinan harus dilakukan secara bersama-sama baik oleh pemerintah maupun swasta. LKM memiliki peran mengembangkan jaringan LKM di tingkat Kecamatan, kota, sebagai mitra kerja pemerintah dan wahana untuk menyuarakan aspirasi masyarakat. Keberhasilan implementasi program PNPM Mandiri di suatu kelurahan sangat tergantung pada kinerja pimpinan kolektif LKM. Sedangkan institusi LKM akan berkembang mencapai kemandirian tergantung pada sejauhmana kemampuan pimpinan kolektif secara bersama-sama mengelola institusi LKM secara lebih profesional.

The effort to increase prosperity through the troubleshooting of poverty and decreasing unemployment is the main priority of development. To increase the effectiveness of poverty troubleshooting and vacancy creating, the government has launched The National Program of Society Empowerment (PNPM) Mandiri since 2007.
PNPM Mandiri program prepares the basis of society autonomy as society leadership institution which is representative, embedded, and conducive for the progress of society?s social capital in the future which is mentioned as The Institution of Society Innate Power (LKM).
In practice it is frequently found the difference of achievement between one LKM with another in different area. The problem of achievement difference among LKMs is a problem which has to be scrutinized to the refinement implementation of the next program so as the development which is evenly distributed could be implemented.
The implementation of Urban PNPM Mandiri program in LKM Bina Budi Mulya reflected more community-based development compared to LKM Ratujaya. In the implementation of PNPM Mandiri program in Pancoran Mas, the approach of community-based development was successful enough in accomplishment. The society has been involved since the planning process, in which the society itself chose the LKM organizers with voting mechanism. Different thing occurred in Ratujaya area where the implementation of community based development principle becoming very complicated due to the absence of incoming fund and the LKM was rarely hold the meeting, even during this research along three months since January to March, there was no meeting held by the LKM.
The management of National Program of Society Empowerment (PNPM) Mandiri exceedingly highlights to the principles of: rest upon human development, autonomy, decentralization, oriented to the poor, participation, the gender equality and equity, democracy, transparency and accountability, priority, collaboration, continuity and simplicity. The implementation of program in the field, the accomplishment of the principles tended to economic heading and economic rotation. If the realization in the field persistently settles only around economic problems without strengthening the PNPM principles substance, then LKM will be trapped around the fund distribution. The LKM institution which is truly intended to raise humanity values, in the long run would not be able to be realized because the role of LKM which is shrink become such a micro credit institution for the certain society. The endeavor of poverty eradication must be done jointly, both by government and private companies. LKM has role to develop LKM network in the sub-district and city, as the government partner and conveyor to express society aspiration. The success of the implementation of PNPM Mandiri program in an area depends on the work LKM collective leaders. While LKM institution will develop attaining autonomy depends on how high the ability of collective leaders jointly could manage LKM institution more professionally."

"As a developing country Indonesia still faces the acute problem of poverty . The result of survey made by Institute for Development of Economic and Finance (INDEF) forescated the number of poor population, in 2009 was about 40 million (16,8%) . This number of population increases 5 million compared to the result of survey made by Badan Pusat Statistik (BPS) in 2008, which registared the nunber of poor population about 35 million or about 15,4% (Edi Suharso, 2009;20). B7y considering data mentioned above, we can see that the poverty in Indonesia is very urgent to be handled comprehensively and sustainably. It means that the problem of poverty cnnot be handled partially and sector, because by doing that , in fact us face unlucky situation,i.e wrong target, emergency of seeds of social fragmentation , weakening capital social values, (mutual cooperation, consensus, self supporting and so on). By weakening capital social values in turn, it will push the changing of social behavior to be more distant from the spirit of independence, togetherness, and care to handle the problem collectively. Therefore, government in this case, Coordinator Minister of Prosperity, as Chairman of Team for Coping with Poverty has to make policy which could be the National Program for Autonomous Community Empowerment (PNPM) i.e.a national program in form of policy as base /frame to implement activities of handling Poverty based on society empowerment. This program is implement through the harmonization and development of system ,mechanism and program procedure, assistance and simulant fund to push initiative and innovation of society in effort to handle the poverty, sustainably. The approach made by Autonomous PNPM is an empowerment approach to push the creation of Self - Supporting Group (KSM) as a component of the whole process of hndling the poverty in order to increase the capability of existing group , or to create a new group. So, KSM is an association or persons which, voluntarily, assembles them self in kind of group , because of having the same interest and need, so that inside that group there is the same objective to be achieved collectively."

Tesis ini membahas tentang tujuan jangka menengah PNPM Mandiri
Pariwisata di Desa Nampar Macing. Pendekatan penelitian yang digunakan ialah
kualitatif-deskriptif dengan penekanan pada evaluasi sumatif. Hasil penelitian
menunjukkan bahwa pada umumnya tujuan jangka menengah PNPM Mandiri
Pariwisata di Desa Nampar Macing telah tercapai. Pencapaian itu tidak terlepas
dari beberapa faktor pendukung dan juga faktor penghambat. Oleh karena itu,
perlu memanfaatkan faktor pendukung dan meminimalkan faktor penghambat
agar pembangunan desa wisata tetap berkelanjutan.

ABSTRACT
This thesis discuss about the medium-term objective of PNPM Mandiri Pariwisata
in Rural Tourism Nampar Macing. The study used a qualitative-descriptive
approach with emphasis on summative evaluation. The results showed the
medium-term objective of PNPM Mandiri Pariwisata in Nampar Macing Village
has been achieved. The achievement can not be separated from the supporting and
inhibiting factors. Therefore, needs to take advantage of the supporting factors
and minimize the inhibiting factors so that rural tourism development remain

"Kelurahan Kaliabang Tengah memiliki pencapaian partisipasi yang paling rendah dibandingkan dengan Kelurahan lainya. Partisipasi dewasa yang terserap hanya 1.5% dari jumlah penduduk dewasa. Pencapaian partisipasi dewasa yang rendah di Kelurahan Kaliabang Tengah diikuti juga dengan rendahnya partisipasi penduduk miskin dan partisipasi perempuan. Penyebab rendahnya partisipasi di Kelurahan Kaliabang Tengah dengan menggunakan Model CLEAR antara lain: sosialisasi yang belum dilakukan secara luas, sehingga banyak masyarakat yang belum paham apa maksud dan tujuan dari PNPM Mandiri Perkotaan. Kemampuan menyediakan waktu untuk terlibat dalam PNPM Mandiri Perkotaan di Kelurahan Kaliabang Tengah masih kurang. Partisipasi miskin juga rendah karena ketidakmampuan warga miskin untuk berswadaya sebesar 30% dalam PNPM Mandiri Perkotaan. Sementara itu, partisipasi perempuan rendah karena program yang dikhususkan untuk perempuan masih kurang.

Compare to other villages, Kaliabang Tengah Village has the lowest participation achievement. Adult participants are only 1.5% of the adult population. The low adults participation the Kaliabang Tengah Village followed by low participation of poor and women participants belonging to the adult participants. The result of this study with Model CLEAR participation is the socialization which has not been implemented extensively. There?s so many people who do not understand what purpose of PNPM. As formal workers, the ability to provide their own time-being the low participation factor in Kaliabang Tengah Village. 30% of the low poor participation is because of the poor inability to do the self-help in PNPM. Meanwhile, the low female participation is because there are not many programs for women in the Kaliabang Tengah Village. The program mostly preferred in environment activities. So that woman are less facilitated in PNPM of Kaliabang Tengah Village."

"This research is aimed to clarify describes how does the society participation in arranging of Independent Village Development Planning Program , advantage and disadvantage factors that influence society participants in arranging of Independent Village Development Planning Program needed, and strategic description in increasing the society participants in arranging of Independent Village Development palnning Program in Long Ikis, Paser . This research used descriptive -qualitative design. Data of this research was based on the paper sheet of the interview and documentation sources. Technique purposive and snowball used in determination of informan. Analysis was done using interactive model, such as reduction, data review, and conclusion. descriptive strategic formula was used SWOT analysis instrument. This research revealed the following findings , generally, society participants of Long Ikis residents in arranging of Independent Village Development Planning Program were bias/partiality. Disadvantage factor that describe the weakness of program ,such as,limited time, work ,fund, information,socialization, communication,and departement oriented. Advantage factor that support the program likely, benefit , interest and territori. Strategic description in improving the society participants in arranging of Independent Village Development planning Program in Long Ikis , Paser using maximized unit in the resident with the appropriate development fund in Paser, revitalized social economic in decreasing the poorness, organized the society norm toward in varying government policy, and effectively communication approve between government and employment in the palm plantation sector."

"ABSTRAK
Tingginya angka penduduk miskin menuntut dilakukannya langkah-langkah konkrit dan mendasar untuk menekan angka tersebut. Penelitian ini di fokuskan untuk mengevaluasi bagaimana efektifitas pelaksanaan program penanggulangan kemiskinan di Kabupaten Sragen yang dilakukan oleh Unit Pelayanan Terpadu Penanggulangan Kemiskinan (UPTPK) bidang sosial ekonomi. Evaluasi dilakukan dari sudut pandang pelayanan yang menganalisis kecepatan layanan, kemudahan persyaratan, dan tingkat kepesertaan di UPTPK dan dari sudut pandang koordinasi antar instansi terkait dengan membandingkan koordinasi program penanggulangan kemiskinan oleh SKPD sebelum dan setelah UPTPK berdiri. Penelitian ini mengunakan desain deskriptif kualitatif dengan metode wawancara mendalam dan Focus Group Discussion (FGD). Hasil penelitian menyarankan kepada pemerintah Kabupaten Sragen untuk melakukan perbaikan pelayanan bagi warga miskin dengan meningkatkan kecepatan layanan dan menambah tempat pelayanan bagi warga miskin sampai ditingkat kecamatan (UPTPK Kecamatan), meningkatkan jumlah penerima manfaat program perbaikan rumah dan program santunan uang duka, memperbaiki koordinasi antar SKPD dalam pelaksanaan program agar penerima program tepat sasaran dengan data tunggal, serta mempertegas dan memperjelas pembagian tugas antar SKPD. Perlu dilakukan kajian dan penelitian tentang pengembangan fungsi dan peran perangkat desa dalam mensukseskan program penanggulangan kemiskinan dan pengembangan struktur organisasi UPTPK menjadi Badan Pelayanan Terpadu Penanggulangan Kemiskinan.

ABSTRACT
The high number of poor people demanded concrete and fundamental steps to suppress that condition. This study focused on evaluating the effectiveness of poverty reduction programs implementation in the regency were conducted by the Poverty Reduction Integrated Services Unit (UPTPK) in socio-economic field wich is Sragen Regency. Evaluation is done from the point of view of service wich analyze the speed of service, ease of requirements, and the level of participation in UPTPK and by point of view coordination among relevant agencies wich compare poverty reduction programs coordination by SKPDs before and after UPTPK established. This research uses qualitative descriptive design with in-depth interviews and focus group discussions (FGD). The results of the study suggest to government to improve Sragen services for the poor by increasing service speed and add a service to the poor through the district level (UPTPK subdistrict), increase the number of beneficiaries of home improvement and mourning compensation programs, improve coordination between Local Government Offices in the implementation of program in order to achieve the target with a single data, and to make assertive and clear tasks division between Local Government Offices. Need to make study and research on the development of the functions and roles of the village officials to success poverty reduction programs and UPTPK organizational structures change to Poverty Reduction Integrated Service Agencies."

"Kemiskinan di Indonesia sudah ada sejak zaman penjajahan. Pentingnya pengentasan kemiskinan di Indonesia secara eksplisit tercantum dalam Pembukaan UUD Republik Indonesia tahun 1945. Pemerintah melalui Kementerian Sosial membuat pendekatan baru dalam rangka mengatasi kemiskinan, yaitu dengan pendekatan pemberdayaan kelompok. Program Kelompok Usaha Bersama (KUBE) merupakan program pengentasan kemiskinan dengan pendekatan pemberdayaan kelompok. Saat ini, Program KUBE yang dijalankan di Kecamatan Tenjolaya, Kabupaten Bogor sudah sangat berkembang. Namun, jumlah penduduk miskin di kecamatan tersebut masih cukup banyak. Skripsi ini membahas dampak program KUBE di Kecamatan Tenjolaya, Kabupaten Bogor. Dengan menggunakan metode penelitian kuantitatif, dilakukan survey kepada 80 orang responden yang terdiri dari 40 orang responden kelompok sasaran dan 40 orang responden non kelompok sasaran. Teori yang digunakan dalam penelitian ini adalah teori dimensi-dimensi dampak program oleh Anderson (1984). Terdapat 7 dimensi dari dampak program yang dikemukakan oleh Anderson. Hasil yang didapat dari penelitian yang dilakukan adalah bahwa dari 7 dimensi dampak program yang ada, 4 dimensi bernilai positif, 2 dimensi bernilai negatif, dan 1 dimensi memiliki nilai yang seimbang antara positif dan negatif. Dari penelitian ini dapat disimpulkan bahwa Program KUBE di Kecamatan Tenjolaya, Kabupaten Bogor memberikan dampak positif terhadap masyarakat penerima program.

Poverty in Indonesia has been existed since colonial times. Therefore, the importance of poverty alleviation is explicitly included in the preamble of The Constitution of The Republic of Indonesia. The Government through The Ministry of Social Affairs makes a new approach in order to overcome its poverty, namely the empowerment group approach. Joint Business Group is poverty reduction program using the empowerment group approach. Currently, Joint Business Group program in Tenjolaya, Bogor sub district highly developed. However, the poor people in the sub district are still quite a lot. This script describes the impact of Joint Business Group Program in Tenjolaya, Bogor sub district. By using quantitative research methods, the research conducted a survey to 80 respondents consisting of 40 people target group and 40 people non-target group. Theory of dimensions of program impact by Anderson (1984) is used in this study. There are seven dimensions of program impact proposed by Anderson, and the results obtained from this study are four dimensions has a positive value, two dimensions has a negative value, and one dimension has a value balance between positive and negative. From this study, it can be concluded that Joint Business Group program in Tenjolaya, Bogor sub district has a positive impact on the beneficiaries of the program."

Tesis ini membahas tentang Peran Korporasi Dalam Pencapaian Program MDGs di Indonesia (Studi Kasus Pelaksanaan CSR PT. Kideco Jaya Agung di Bidang Pendidikan, di Kabupaten Paser ? Kalimantan Timur. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan jenis penelitian studi kasus. Pengumpulan data pada penelitian ini menggunakan wawancara mendalam dan observasi. Hasil penelitian ini menyimpulkan bahwa peran korporasi dalam pelaksanaan program CSR dibidang pendidikan memberi kontribusi yang positif dalam meningkatkan kualitas pendidikan di sekitar wilayah operasional perusahaan khususnya dan di kabupaten Paser pada umumnya. Dengan demikian, kegiatan CSR di bidang Pendidikan yang dilakukan oleh PT. Kideco Jaya Agung memberi kontribusi pada pencapain tujuan MDGs di Indonesia.

ABSTRACT
This thesis discusses The Role of Corporation in achieving MDGs program in Indonesia (Case Study implematation CSR of PT. Kideco Jaya Agung in Education progam at Paser Regency ? East Kalimantan Province).This Research uses descriptive qualitative approach with case study research. Collecting data in this Research using in-depth interviews and observation. The Results of this research concluded that the role of corporations in the implementation of CSR programs in education made a positive contribution to improving the quality of education in the surrounding area and in particular the company's operational and Paser regency in general. Thus, CSR activities in the field of education conducted by PT. Kideco Jaya Agung to contribute to the achievement of MDGs program in Indonesia.

"Kebijakan pendistribusian Raskin yang telah ditetapkan pemerintah di tingkat nasional kenyataannya mengalami perubahan di tingkat lokal. Penelitian ini bertujuan untuk menjelaskan dinamika pendistribusian raskin di tingkat lokal, dampak pendistribusian Raskin di tingkat lokal dalam upaya pemenuhan kebutuhan pokok RTS dan implikasi pendistribusian raskin di tingkat lokal terhadap aspek keadilan distributifnya.
Hasil penelitian kualitatif ini menunjukkan bahwa dinamika yang terjadi dapat dilihat dari munculnya berbagai aturan yang mengatur pendistribusian raskin di tingkat lokal. Selanjutnya, pendistribusian raskin di tingkat lokal berdampak pada upaya pemenuhan kebutuhan pokok yang belum optimal. Selain itu, pendistribusian raskin di tingkat lokal berimplikasi pada belum terwujudnya keadilan distributif.

The distribution policy of the raskin (subsidized rice) program set by the central government changes at the local level. This study aims to explain the dynamics of raskin distribution at the local level, its impact on fulfilling the basic needs for target households (RTS), and its implication on distributive justice. This research employs qualitative approach.
The results show that the dynamics can be observed from the various rules in managing the raskin distribution at the local level. Furthermore, the local distribution seems to reduce the program?s potential to fulfill the basic needs of RTS and to improve distributive justice."
