"Deficient construction quality is considered as one of the constraint operation and maintenance of irrigation systems. This can be avoided if the contract document of construction for new irrigation network entailed performance indicators that need to be achieved after the construction was completed. For this reason, Experimental Station for Irrigation and stakeholders have formulated output performance indicators based on ideal conditions that need to be accomplished in the development of new irrigation networks. This formulation of output performance indicators and assessment method was verified in 3 (three) Regional Irrigation (RI) namely Jengkol in West Java, Ciliman in Banten and Bekri in Lampung. The updated indicators are expected to be used as one of the guidelines in the development implementation and it is expected to be included in contract specification and is to serve as an evaluation tool of Preparation Operation and Maintenance."

"Pembangunan yang ada di Indonesia merupakan sebuah karya arsitektur yang tidak hanya diimajinasikan oleh arsitek tetapi terdapat campur tangan rezim pemerintahan yang sedang berjalan. Pemerintahan Orde Baru mempunyai andil besar dalam membuat representasi bagi bangsa Indonesia untuk mewarisi tradisi. Relasi kuasa berjalan beriringan pada setiap konstruksi arsitektur sehingga memberi pengaruh kepada masyarakat. Padepokan Pencak Silat Indonesia menjadi bangunan bangsa yang mewujudkan nasionalisme serta budaya tradisi pencak silat asal Indonesia. Proyek arsitektur pascakolonial Orde Baru perlu diperhatikan kaitannya dalam mewujudkan sebuah representasi.

The development in Indonesia is an architectural work that not only imagined by architects but there is interference from the ongoing government regimes. The New Order government has a big hand in making representation for the Indonesian people to inherit tradition. Power relations go hand in hand with each architectural construction so that it gives influence to the community. Padepokan Pencak Silat Indonesia became a nation building that embodies nationalism and the cultural tradition of pencak silat from Indonesia. Postcolonial architecture projects of the New Order need to be considered in relation to realizing a representation."

"Secara singkatnya, arsitektur adalah cara “membuat desain dari suatu ruang”, tetapi dia dibuat dari pelbagai elemen dan faktor (Merriam Webster). Memang bisa dinyatakan bahwa proses membangun suatu bangunan tidaklah terbatasi oleh bentuk luar bangunannya, melainkan dibentuk oleh berbagai analisa dari konteks tapak, material, tekstur, bebauan, dan akal sehat, namun itu merupakan pekerjaan dari arsitek tersebut untuk memanipulasi berbagai elemen arsitektur tersebut untuk membentuk suatu perjalanan yang baik bagi para pengunjung dalam suatu ruang tersebut. Maka dari itu, karya tulis ini akan fokus membuat analisa dalam proses membentuk mixed use development yang melingkupi lingkungan yang sehat dan ramah lingkungan melalui langkah langkah yang berbeda, seperti responsif atas konteks tapak secara natural dan kultur, dan pembentukan hubungan yang kuat antara arsitektur dan lokasi sekitarnya.

In short , architecture is the “act of planning and designing space”, but there are various more elements and factors that it constitutes (Merriam Webster). Indeed, the process of constructing a building is not solely limited to just creating the external form, but also accompanied by thorough analyses on the site conditions, materiality, textures, scents, and others more, to produce an immaculate atmosphere for living. This is because humans respond through their senses and reasoning, and it is therefore the job of the architect to manipulate architectural elements to produce the best living experience for the people. Consequently, this report will focus on the process of creating a mixed use development that embodies a healthy and sustainable environment for the people through multiple steps, such as by responding to the surrounding site’s natural and cultural conditions, and establishing a strong relationship between the architecture and its site."
