"To increasing the learning resources access for UT students is one of the important agenda that needs to be translated info optimizing the role of Unit Program Belajar Jarak Jauh (UPBJJ). In this case, UPBJJ-UT Surabaya has developed a collaboration to utilize ICT Center which related to the National Education Network activity (Jardiknas). This research aim is to describe the use of ICT Center for increasing the access to the learning resources for UT students, by using a qualitative approach and descriptive research strategy. The result of this research shows that student participation in the ICT Center facility is still low, the only 53 students (11.77%). The low participation of students is due to, (1) lack of adequate socialization to students, (2) students ability to access the internet, (3) location of ICT Center from students resident, and (4) the lack of obligation policy for UT students to access the internet. The results of this research also shows that the collaboration between UPBJJ UT-Surabaya with the ICT Center is not optimal, because of, (1) limited technical guidance, (2) is no clarity of operation cost, and (3) the knowledge ICT Center the UT website. However, the collaboration a good prospect, because of the strong of government to the ICT Center activity."

"Penelitian ini menggunakan teori difusi inovasi, dan strategi penelitiannya adalah "studi kasus", penelitian dilakukan pada sekolah yang memanfaakan Teknologi Informasi dan Komunikasi sebagai layanan pembelajaran pada daerah terpencil. Dengan cara melakukan analisis proses difusi melalui elemenelemennya, yaitu Inovasi, Saluran Komunikasi, Waktu, dan Sistem Sosial pada Sekolah Dasar Negeri 3 Cibeber, Kabupaten Lebak Banten. Penelitian ini menggunakan pendekatan kualitatif, dan didalam penelitian digambarkan bagaimana sebuah organisasi sekolah membuat keputusan untuk mengadopsi sebuah inovasi melalui proses klowledge, persuasion, decision, implementation, dan confirmation. Sehingga inovasi dianggap sebagai solusi yang lebih baik dan lebih efektif. Tujuan penelitian ini diharapkan dapat menganalisis apa yang menjadi pendukung dan hambatan pada proses difusi inovasi serta faktor-faktor yang mempengaruhi adopsi inovasi aktor pendidik di dalam sekolah model pusat sumber belajar.

This study uses the Theory of diffusion of innovation and uses "case studies" as the research strategy. The research was conducted at school that utilize Information and Communication Technology as an education service in remote areas. It's analyze the process of diffusion through its elements, namely Innovation, Communication Channel, Time, and Social Systems at State Primary School 3 Cibeber, Lebak Banten. This study used a qualitative approach. This study described how a school organization made its decision to adopt an innovation through knowledge process, persuasion, decision, implementation and confirmation. Therefore innovation is considered as a better and more effective solution. This research aimed analyze the supporters and obstacles in the process of innovation diffusion and also the factors that influence educator actors innovation adoption in school model learning center.

"Dewasa ini pemanfaatan teknologi informasi (TI) pada sebuah lembaga pendidikan tinggi telah menjadi suatu keharusan. Lembaga pendidikan tinggi seperti perguruan-perguruan tinggi umumya di Indonesia secara normatif telah memiliki kewajiban untuk menyelenggarakan pendidikan dengan efektif dan efisien. Efektifitas dan efisiensi ini pada akhirnya dapat menjadi daya saing tersendiri. Saat ini ada semacam kecenderungan yang meningkat akan ketergantungan terhadap dukungan TI di semua bentuk organisasi dan ini tidak terkecuali di perguruan tinggi. Laporan ini mencoba menelaah seperti apa perguruan tinggi di Indonesia menjawab kebutuhan terhadap pemanfaatan TI untuk mendukung kinerja organisasinya dan dalam hal ini Universitas Mercu Buana (UMB) akan digunakan sebagai studi kasus. Penelaahan dilakukan dengan tools framework dari COBIT versi 4, dimana evaluasi terhadap pemanfaatan ini dilakukan dengan mengukur kematangan menggunakan maturity model dari COBIT, meliputi Plan and Organize, Acquire and Implement, Deliver and Support, dan Monitor and Evaluate. Nilai total penilaian untuk UMB ialah 71 dari 165 atau sekitar 43%.

The use of InformationTechnology for higher-level educational institution is becoming a necessity recntly. Such institution in Indonesia, normatively oblige to hold the process of education, holdindg researches and providing exellent services to the students in an effective and efficient way. At some point, the efficiency and effectiveness contribute a comptitive advantage for the institution itself. These days, all forms of organizations not to mention from education trend to have an increased significant value for the IT support. Related to this point, the author in this report tries to examine how for the educational instituions in Indonesia cope with the needs of IT Support in complying with the organizational needs. The author held the research in Mercu Buanan University (UMB) for the study case. The examination is held utilizing the framework tools form COBIT version 4. For the evaluation on the IT prenetration is carried out by measuring the IT maturity in the organization by utilizing the maturity model from COBIT. The measurement covers Plan and Organize, Acquire and Implement, Deliver and Support and Monitor and Evaluate. Total score for UMB in this measurements is 71 out of 165 or about 43% in percentage."

"UT-Online merupakan salah satu layanan mahasiswa berbasis internet yang ditawarkan oleh Universitas Terbuka (UT) kepada seluruh mahasiswa. Penelitian ini bertujuan untuk menganalisis, pertama, karakteristik mahasiswa pengguna UT-online; kedua, pengetahuan mahasiswa terhadap keberadaan UT-Online untuk tiap layanan yang disediakan dalam UT-Online; ketiga, perilaku mahasiswa dalam pemanfaatan UT-Online; dan keempat penilaian mahasiswa terhadap manfaat UT-Online. Survey merupakan metode yang digunakan dalam penelitian ini yang berhasil menjaring informasi dari 904 mahasiswa melalui surat elektronik. Dari penelitian ini ditemukan hal-hal penting sebagai berikut, pertama, karakteristik mahasiswa UT pengguna –Online yang berkaitan intensitas pemanfaatan UT-online ialah kemudahan mengakses intenet, usia, dan jenis kelamin, serta terdapat kecenderungan bahwa jumlah pengguna UT-Online meningkat sejalan dengan meningkatnya tahun masuk mahasiswa. Kedua, setiap fasilitas UT-Online memiliki tingkat pengenalan, penggunaan, penguasaan, dan kebutuhan pelatihan yang beragam. Ketiga, setiap fasilitas UT-Online dapat digolongkan berdasarkan jumlah pengguna, frekuensi penggunaan, dan lama akses oleh mahasiswa. Keempat, kemanfaatan UT-Online dinilai dalam skor tingkat sikap positif mahasiswa terhadap fasilitas UT-Online tersebut. Terkait dengan temuan, peneliti merekomendasikan hal-hal yang dapat meningkatkan kualitas dan kemanfaatan UT-Online bagi mahasiswa."

"universitas terbuka has been applying a test of final examination for measuring student learning outcomes. Type of final examination that developed is objective teset consisting of stem and option.option of test covering answer key and detractors. a good question should have detractors relatively homogenous, so that it is difficult to guessed by a student.criteria of good question can be determined by item anaysis with using classical test theory and modern test theory. unversitas terbuka has been doing item analysis base on classical test theory. This theory has the limitation characteristics of the index items were highly dependent on the group of test. unlike the case with modern test theory (item response theory). Item response theory is based on the ability of individual test. the purpose of this paper is to determine: 1 how the result of the final exam ite analysis using item response analysis, 2 how the comparison of the number of valid and invalid between item responseanalysis and classical teset analysis, and 3 how determine item characteristics of the items and estimate the ability of participants to the test item response using rasch model. the data used are student answers that took exams on subjects selected sample in 2009.1 and 2009.2. the total sample used by 8 subjects consisting of 16 sets of questions. the study results showed: 1 average difficulty level of the sample items was subject to items response items (rasch model) i sbetween o.618 to 1.417, 2 comparison of the results of the analysis of test items using classical analysis and the rasch model anaylysis is very significant, and 3 on the number of examinees who many (over 1.500) people, the number of percentage of items was valid by using items response analysis more than the classical analysis."

"Pada masa ini perkembangan pada teknologi informasi memberikan pengaruh signifikan dalam segala aspek kehidupan. Teknologi informasi (TI) merupakan kebutuhan penting yang telah mendukung pertumbuhan berkelanjutan pada seluruh jenis organisasi. Pemerataan penerapan TI di suatu lembaga pendidikan penting untuk mendukung proses peningkatan layanan dan pembelajaran agar lebih efektif dan efisien. Semua pihak dapat merasakan peningkatan layanan yang diterapkan dan juga membutuhkan sumber daya manusia yang memahami konsep implementasi TI. Tentunya setiap institusi pendidikan mengimplementasikan TI, namun implementasinya belum sepenuhnya terintegrasi dan merata. Penelitian ini bertujuan untuk mengetahui tingkat kapabilitas Tata Kelola Teknologi Informasi di Universitas Negeri Padang dengan kerangka kerja COBIT 2019. Pada proses pengumpulan data dilakukan secara kualitatif, yaitu dengan melakukan wawancara kepada Kepala UPT-PTIK, Staf UPT-PTIK serta Kepala Penjaminan Mutu Internal serta melakukan studi dokumen. Pada proses kuantitatif menggunakan kuesioner yang dibuat berdasarkan pada pendoman kerangka kerja COBIT 2019. Hasil dari penelitian ini menunjukan bahwa terdapat dua domain pada level 2 yaitu APO07 dan APO11, serta delapan domain pada level 1 yaitu APO04, APO05, APO06, APO08, BAI01, BAI02, BAI03, BAI05. Namun, harapan Kepala UPT-PTIK untuk tingkat kapabilitas tata kelola TI ialah pada level 3. Rekomendasi terhadap perbaikan proses tersebut dibuat merujuk kepada COBIT 2019. Perlu adanya dokumentasi, transparansi dalam pengelolaan layanan TI yang dilakukan oleh UPT-PTIK sebagai pedoman untuk menyampaikan kepada pemangku kepentingan yaitu Wakil Rektor 4 untuk memantau adanya keselarasan dengan tujuan UNP, serta melakukan analisis investasi TI yang akan dilakukan agar sesuai dengan strategi yang akan dikembangkan. Setelah itu dilakukan pengujian terhadap teknologi baru, dan mendokumentasi hasil pengujian tersebut. Hasil analisis tersebut disampaikan oleh Kepala UPT-PTIK kepada Wakil Rektor 4 sebagai penanggungjawab.
.....At this time developments in information technology have a significant influence on all aspects of life. Information technology (IT) is an important requirement that has supported the sustainable growth of all types of organizations. The equitable application of IT in an educational institution is important to support the process of improving services and learning to be more effective and efficient. All parties can feel the improvement of the services implemented and also need human resources who understand the concept of IT implementation. Of course, every educational institution implements IT, but its implementation has not been fully integrated and evenly distributed. This study aims to determine the level of Information Technology Governance capability at Padang State University with the COBIT 2019 framework. The data collection process is carried out qualitatively, namely by conducting interviews with the Head of UPT-PTIK, UPT-PTIK Staff, and Head of Internal Quality Assurance and conducting document studies. In the quantitative process using a questionnaire made based on the guidelines of the 2019 COBIT framework. The results of this study indicate that there are two domains at level 2, namely APO07 and APO11, as well as eight domains at level 1, namely APO04, APO05, APO06, APO08, BAI01, BAI02, BAI03, BAI05. However, the expectation of the Head of UPT-PTIK for the level of IT governance capability is at level 3. Recommendations for improving the process are made referring to COBIT 2019. There is a need for documentation, and transparency in the management of IT services carried out by UPT-PTIK as a guide to convey to stakeholders, namely Vice-Chancellor 4 to monitor the alignment with UNP objectives, as well as to conduct an IT investment analysis to be carried out following the strategy to be developed. "Tesis ini menelisik tentang aktivitas dan peran ideal struktur HubunganMasyarakat yang mendukung organisasi dalam mencapai tujuannya. Penelitianini bertujuan untuk melihat sejauh mana struktur Hubungan Masyarakat di IntitutTeknologi Bandung menerapkan prinsip Excellence Communication pada ativitasdan peran hubungan masyarakatnya. Prinsip Excellence Communication yangdigunakan pada penelitian ini merupakan buah penelitian Excellence Theory yangdilakukan oleh James. E. Grunig dan para koleganya. Excellence Communicationmemiliki tiga aspek yang digambarkan ke dalam tiga lingkaran atau bulatan yaitu,aspek Knowledge Core, aspek Shared Expectation, Aspe Organizational Culture.Ketiga aspek tersebut saling berkaitan dan memiliki pengaruh dalam penerapanExcellence Communication dalam sebuah organisasi.
Penelitian ini menggunakan paradigm postpositivisme, pendekatan kualitatif dan bersifat deskriptif. Metodepengumpulan data adalah wawancara mendalam serta pengumpulan dokumenyang relevan terhadap penelitian.
Hasil penelitian menunjukan bahwa ITB dalampenerapan Excellence Communication masih memiliki kendala pada aspekKnowledge Core dimana Top Communicator tidak memiiiki pengetahuan yangcukup terkait pelaksanaan praktik humas yang ideal sebagaimana disampaiaknpada premis Excellence Theory. Top Communicator pun masih menerapkan perancommunication technician disbanding peran idealnya sebagai communicationmanager. Kendala ini dapat dipahami dikarenakan Top Communicator berlatarbelakang teknik dan di ITB tidak terdapat fakultas atau sekolah yangmemproduksi pengetahuan ke-humasan.Pada kedua aspek lainnya yaitu SharedExpectation dan Organizational Culture, ITB telah menjalankan dan menerpakankedua aspek tersebut secara ideal.Kata Kunci: Excellence Communication, Excellence Theory, Knowledge Core, SharedExpectation, Organizational Culture.

This research investigates activities and roles of public relations ideal structure thatsupports an organization in achieving its goals. This study aims to look at the extentto which the structure of public relations at the Bandung Institute of Technology ITB pertains the principles of Excellence Communication on it 39 s public relation activitiesand roles. Communication Excellence principle used in this study is the fruit ofExcellence Theory Research conducted by James. E. Grunig and colleagues.Communication Excellence has three aspects described in three circles or spheres,namely, Core Knowledge, Shared Expectation, and Organizational Culture. Thesethree aspects are interrelated, and they possess influence in the application ofExcellence Communication within an organization.
This is a descriptive qualitativeresearch under postpositivism paradigm.Data collection was gathered by depthinterviews and desk research on relevant documents. This study uses postpositivismeparadigm, qualitative and descriptive approach. Methods of data collection is wawanprofound way and the collection of relevant documents to the research.
The results showed that ITB in the implementation of Communication Excellence still findsobstacles at Core Knowledge aspect in which Top Communicator does not havesufficient knowledge related to the implementation of public relations practices basedon the premise of Excellence Theory. Top Communicator still applies communicationtechnician role than ideal role as communications manager. These constraints can beunderstood due to Top Communicator has engineering backgrounds and there is nofaculties or schools in ITB that produce public relations knowledge. In two otheraspects, Shared Expectations and Organizational Culture, ITB has implemented andexposed these two aspects ideally.Key words Excellence Communication, Excellence Theory, Knowledge Core, SharedExpectation, Organizational Culture.

"A final project or Tugas akhir Program (TAP) ADPU4500 is one of the difficulties courses to be completed by students at Universitas Terbuka. It requires learning assistance that can meet the need of all UT's students. One of the learning services that is suitably developed is Compact Disk multimedia, because of its flexibilities and practicality. This research is addressed to produce Compact Disk multimedia that is easily acquired by the student and meet the student's requirements. There are several steps in developing a Compact Disk multimedia, those are needs assessment, media technological option, developmental strategy and instructional design process, prototype production process, and test-driving. Needs assessment is needed to get real students' requirement view. Script writer should be intensified in production process to get production result that suits script and avoids repeated production process requiring time and expenses. Student's perception of the Compact Disk multimedia TAP ADPU4500 appearance is that it is interesting and attractive. The contents can be easily studied, help students accomplish test exercises, and increase student's comprehension to TAP ADPU4500. However, the Compact Disk needs to be evaluated to improve the content"
