"Tugas Akhir ini membahas mengenai layanan terbaru yang dimiliki oleh Perpustakaan DPR RI yaitu DPR E-Library. Aplikasi ini dirancang dengan tujuan untuk memberikan kemudahan akses untuk pemustaka yaitu para anggota dewan beserta staff ahli serta masyarakat umum yang membutuhkan layanan koleksi elektronik serta informasi yang dapat di akses secara real time pada masa pandemi covid-19. Penelitian ini adalah penelitian kualitatif dengan wawancara dan observasi lapangan yang dilakukan pada bulan agustus sampai november sebagai sarana pengumpulan data serta penjelasan secara deskriptif untuk mendukung penelitian ini. Hasil penelitian mengenai topik ini diharapkan pembaca mendapatkan informasi terkait tujuan dan manfaat aplikasi DPR E-Library sebagai salah satu sarana untuk menunjang kebutuhan informasi pemustaka yang membutuhkan informasi cepat dengan tersedianya koleksi elektronik. Dalam penelitian ini ditemukan bahwa perpustakaan harus mengembangkan koleksi elektronik serta menambah jenis koleksi elektronik yang tersedia pada perpustakaan digital dan belum adanya kebijakan pengembangan koleksi elektronik dikarenakan pihak perpustakaan masih terpaku dengan aturan yang dimiliki oleh vendor yang bekerjasama dalam pengembangan koleksi elektroniknya. Hal ini bertujuan untuk sumber informasi yang diperoleh oleh pemustaka dapat terpenuhi dengan baik dengan memperhatikan kebutuhan pengguna dengan mempertimbangkan seperti jenis koleksi serta anggaran pengembangan koleksi elektronik sesuai dengan standar kebijakan yang berlaku di perpustakaan. Selain itu, perpustakaan harus memperhatikan terkait sumber daya yang ada untuk memenuhi kebutuhan koleksi elektronik tersebut agar tetap berjalan dengan baik sesuai ketentuan serta tujuan yang diharapkan oleh Perpustakaan DPR RI.

This Final Project discusses the latest service owned by the DPR RI Library, namely the DPR E-Library. This application is designed with the aim of providing easy access for users, namely board members along with expert staf and the general public who need electronic collection services and information that can be accessed in real time during the Covid-19 pandemic. This research is a qualitative research with interviews and field observations conducted from August to November as a means of collecting data and descriptive explanations to support this research. It is hoped that the results of research on this topic will provide readers with information regarding the purposes and benefits of the DPR E-Library application as a means to support the information needs of users who need fast information with the availability of electronic collections. In this study it was found that libraries must develop electronic collections and add types of electronic collections available in digital libraries and there is no policy for developing electronic collections because the library is still fixated on the rules owned by vendors who work together in developing their electronic collections. It is intended that the sources of information obtained by users can be fulfilled properly by paying attention to user needs by taking into account such as the type of collection and the budget for developing electronic collections in accordance with the standard policies that apply in the library. In addition, the library must pay attention to the existing resources to meet the needs of the electronic collection so that it continues to run well according to the provisions and objectives expected by the DPR RI Library."

"Penelitian ini dimaksudkan sebagai usaha untuk melakukan analisis secara mendalam mengenai esensi kegiatan menghibahkan bahan perpustakaan yang terjadi di Perpustakaan Nasional Republik Indonesia. Paradigma penelitian pada penelitian ini adalah interpretif dengan pendekatan kualitatif. Metode analisis yang digunakan adalah analisis semiotik Peirce dengan mengkaji hubungan sintagmatik dan paradigmatik. Teori hibah (Gift Theory) dari Marcel Mauss digunakan untuk menjelaskan hasil analisis pada penelitian ini. Penelitian ini dilakukan di Bidang Akuisisi yang berada di bawah Pusat Pengembangan Koleksi dan Pengolahan Bahan Pustaka, Perpustakaan Nasional RI. Metode purposive sampling digunakan sebagai teknik penentuan informan dengan cara memilih individu yang tepat agar secara spesifik dapat memberi pemahaman tentang masalah penelitian ini. Penelitian ini mengungkap reciprocity yang dimaknai oleh pemberi hibah itu terwujud dalam pandangan mereka bahwa buku-buku yang mereka hibahkan itu akan menjadi koleksi perpustakaan. Sementara itu, oleh pustakawan selaku penerima hibah, reciprocity itu terwujud dalam pelaksanakan pengelolaan hibah sesuai prosedur yang ditetapkan. Secara struktural, konsep reciprocity yang teridentifikasi dalam praktik hibah di Perpustakaan Nasional terjadi secara parsial dan bersifat eksklusif pada sisi Perpustakaan Nasional selaku penerima hibah. Selanjutnya hasil analisis yang diuraikan dari penelitian ini diharapkan dapat menjadi pertimbangan dalam menyusun kebijakan baik dalam skala lokal (in-house) maupun nasional dan peranannya dalam pengembangan koleksi.

This research aims to conduct an in-depth analysis of the essence of giving gift-in-kind activities that occur in the National Library of the Republic of Indonesia. The research paradigm in this study is interpretive that utilize a qualitative approach. The analytical method used is Peirce's semiotic analysis by examining the syntagmatic and paradigmatic relationships. Marcel Mauss' Gift Theory theory was used to explain the results of the analysis in this research. This research was conducted in the Acquisition section under the Development Center for Collection and Processing of Library Materials, the National Library of Republic of Indonesia by applying purposive sampling as a technique for determining informants as a way to select the right individuals so that they can specifically give an understanding of the problem in this research. This research reveals that the reciprocity interpreted by the donors is manifested in their view that the books they donate will become a library collection. Meanwhile, by the librarian as the recipient of the gift, reciprocity is manifested in the implementation of gift-in-kind management in accordance with established procedures. Structurally, the concept of reciprocity identified in the National Library occurs partially and exclusively on the side of the National Library. Furthermore, the described results of the analysis of this research are expected to be a consideration in compiling policies both at the local (in-house) and national scale and its role in the development of collections"
