"Penelitian ini bertujuan untuk menguji apakah benar terjadi fenomena flypaper effect atau tidak untuk studi kasus di Indonesia, menganalisis jenis belanja mana yang paling dipengaruhi oleh transfer pemerintah pusat, serta menganalisis perilaku pemerintah daerah dalam menanggapi apabila terjadi peningkatan atau pengurangan transfer dari pemerintah pusat. Analisis pengaruh transfer pemerintah pusat terhadap belanja daerah dibagi menjadi nasional, Pemerintah Provinsi, Pemerintah Kota, dan Pemerintah Kabupaten. Objek penelitian ini adalah 542 Pemerintah Daerah yang terdiri dari 34 Pemerintah Provinsi, 93 Pemerintah Kota, dan 415 Pemerintah Kabupaten selama tahun 2011-2017. Variabel dependen yang digunakan, yaitu belanja modal, belanja pegawai, serta belanja barang dan jasa. Sementara itu, variabel independen yang digunakan, antara lain DAU, DAK, DBH, PAD, luas wilayah, jumlah penduduk, jumlah PNS Daerah, variabel dummy DBH (1 = DBH Naik; 0 = DBH Turun), variabel dummy (1 = daerah maju ; 0 = daerah tertinggal). Hasil penelitian menunjukkan bahwa baik secara nasional, Pemerintah Provinsi, Pemerintah Kota, dan Pemerintah Kabupaten dalam hal belanja modal dan belanja pegawai terjadi fenomena flypaper effect dan pemerintah daerah kurang menggali potensi penerimaan daerahnya. Respon pemerintah daerah terhadap transfer pemerintah pusat bersifat simetris, implikasinya pengurangan dalam transfer pemerintah pusat akan mengurangi belanja pemerintah daerah. Namun, untuk belanja barang dan jasa tidak terjadi fenomena flypaper effect dan peningkatan maupun pengurangan dari transfer pemerintah pusat tidak berpengaruh signifikan dalam merealisasikan belanja barang dan jasa. Belanja daerah yang paling dipengaruhi oleh transfer pemerintah pusat adalah belanja pegawai secara nasional.

This study aimed to test whether the true phenomenon of the flypaper effect or not to case studies in Indonesia, analyzing the type of expenditure which are the most affected by the intergovernmental transfer, analyze the behavior of the local government in response to an increase or a decrease in intergovernmental transfers from the Central Government. Analysis of intergovernmental transfer is divided into National, Provincial Government, City Government, and Regency Government. The object of the research is 542 local government consisting of 34 Provincial Government, 93 City Government, and 415 Regency Government during the years 2011-2017. The dependent variables used, i.e., capital expenditures, personel expenditures, goods and services expenditures. Meanwhile, the independent variable used, i.e., DAU, DAK, DBH, PAD, area, population, the number of civil servants of the region, dummy variables (1 = increased of DBH; 0 = decreased of DBH), dummy variables (1 = for developed regions; 0 = for underdeveloped regions). The results showed that the National, Provincial Government, City Government, and Regency Government in terms of capital expenditures and personel expenditures occurring phenomenon of flypaper effect and local government less seeking to find the potential PAD. Local government response to the intergovernmental transfer of Central Government are symmetrical, the implications of reduction in the transfer of Central Government will reduce local government spending area. However, for goods and services expenditures is not occurring the phenomena flypaper effect and the increase or reduction of the intergovernmental transfers from the Central Government has insignificant affect to the realization of expenditure goods and services. Type expenditures which most affected by the intergovernmental transfers from Central Government is personel expenditure nationally."

"Tesis ini membahas pelaksanaan Rencana Pembangunan Jangka Menengah (RPJM) 2005 - 2009 oleh pemerintah terhadap pelaksanaan pembangunan di daerah tertinggal di Indonesia. Kebijakan pemerintah pusat yang diwujudkan dalam instrumen kebijakan fiskal berupa dana perimbangan (Intergovermental transfer). Besaran dana perimbangan yang telah diberikan pemerintah pusat diharapkan akan mampu mendorong pertumbuhan ekonomi dan mempercepat proses pembangunan di daerah tertinggal.
Analisis desentralisasi fiskal pada penelitian ini difokuskan pada indikator pengeluaran, yang merupakan rasio total pengeluaran pemerintah daerah terhadap total pengeluaran pemerintah pusat, serta menggunakan satu set variabel kontrol yang terdiri dari Level Awal Pertumbuhan, Pertumbuhan Penduduk, Investasi, dan Human Capital sebagai variabel independen dan pertumbuhan PDRB percapita sebagai variabel dependen. Data berupa data panel dan diestimasi dengan pendekatan Least Square Dummy Variabel (LSDV) atau dikenal juga sebagai Fixed Effect Model (FEM) dengan crosssection weigth (pembobotan).
Hasil penelitian ini menunjukan bahwa desentralisasi fiskal berpengaruh positif dan signifikan terhadap pertumbuhan ekonomi di daerah tertinggal namun nilai pertumbuhan yang dihasilkan relatif masih sangat kecil sehingga rata-rata PDRB per kapita di daerah tertinggal masih jauh di bawah rata-rata PDRB perkapita nasional.

This thesis discusses the implementation of the National Mid-term Development Plan (RPJMN) 2005 - 2009 by the government in developing disadvantaged regions in Indonesia. Central government policies embodied in the instruments of fiscal policy in the form of grants (Intergovernmental transfer). The amount of grants which is provided by the central government is expected to accelerate economic growth and development in disadvantaged regions.
Analysis of fiscal decentralization in this study focused on expenditure approach, which is the ratio of total expense of local government to the total expense of the central government, as well as applying a set of control variables consist of Initial Level of Growth, Population Growth, Investment, and Human Capital as independent variable and regional srowth as dependent variable. Panel data is used and estimated by adopting Least Square Dummy variable approach (LSDV), also known as Fixed Effect Model (FEM) with a cross-section weight.
The results indicate that the effect of fiscal decentralization have positive and significant impact on economic growth in disadvantaged regions, but the resulting growth rate is relatively small, therefore the average of GDP per capita in disadvantaged regions is far behind the average of national GDP per capita.

"Abstract. Cooperation among neighbouring region is commonly termed regional cooperation. Inter-region cooperation in the study of public administration is categorized as public management especially intergovernmental management. Inter-region cooperation in Indonesia has been for a long time trying to find its form. However, in the middle of its process, the implementer is trapped in doubt. The paper aims to trace the institutional form and its problem in the neighbouring region cooperation. The research is done through literature study, observation on inter-region cooperation especially in the central Java and some facilitation done by the writer in the several regions in Indonesia. There are two forms of referred institution which is developed on the basis of this networking pattern; they are intergovernmental relation (IGR) and intergovernmental management (IGM). In the mean time, the governmental support on inter-region cooperation which is supposed to form collaboration is hampered by the inconsistency of regulation which is issued by several parties (ministries) in the central government.
Abstrak. Kerjasama antar daerah yang berdekatan biasa disebut kerjasama regional. Kerjasama antar daerah dalam kajian administrasi publik masuk dalam kategori manajemen publik, khususnya intergovernmental management. Kerjasama antar daerah di Indonesia, telah lama mencari bentuk, namun dalam perjalanannya terjebak pada keraguan para pelaksananya. Tulisan ini bertujuan merunut bentuk kelembagaan dan permasalahannya dalam kerjasama antar daerah yang berdekatan. Tulisan ini dikembangkan dari kajian literature, pengamatan pada praktek kerjasama antar daerah khususnya di Jawa tengah dan fasilitasi yang dilakukan oleh penulis di beberapa daerah di Indonesia. Terdapat dua bentuk kelembagaan rujukan yang dikembangkan atas dasar pola networking ini, adalah Intergovermental relation (IGR) dan intergovernmental management (IGM). Sementara itu, dorongan pemerintah untuk kerjasama antar daerah yang mestinya membentuk kolaborasi terhambat sendiri oleh inkonsistensi kebijakan yang dikeluarkan oleh berbagai pihak (kementerian) di pemerintah pusat."

"On 21 November 2007, leaders of the Association of South East Asian Nations (ASEAN) promulgated the ASEAN Charter (the Charter). Not only does it provide legal basis for ASEAN?s legal personality; it also provides new legal norms for its member states. One of those that need to be discussed is the establishment of ASEAN?s Human Rights Body (the Body). This obligation is stipulated in Article 14 of the Charter, which stresses the commitment of member nations to protect human rights. However, the establishment of the Body has faced numerous pessimistic opinions regarding the organisation?s capability to protect human rights considering its notorious reputation over this matter. The article is fosucing on some areas of concerns that need to be looked at to put the Body into operation. Some important lessons from the European Human Rights Body is examined as comparison."
