Pemilihan Kepala Daerah tahun 2020 di Kota Bandar Lampung merupakan sebuah proses pemilihan yang telah di atur dalam Undang-Undang No.10 Tahun 2016. Namun dalam mekanisme tahapan terdapat pelanggaran Terstruktur Sistematis dan Masif menurut temuan Bawaslu Provinsi Lampung yang berdasarkan laporan yang ditindaklanjuti oleh Bawaslu Provinsi Lampung. Terdapat pelanggaran sebelum dan sesudah dalam penetapan calon, pelanggaran tersebut melibatkan penggunaan ASN, pembagian uang kepada masyarakat serta penyalahgunaan bantuan sosial Covid-19 untuk tujuan kampanye yang dilakukan oleh pasangan calon No. urut 03 Eva Dwiana dan Deddy Amrullah. Dalam keputusan KPU membatalkan pasangan calon No. urut 03 dan pasangan No. urut 03 mengajukan banding ke Mahkamah Agung membatalkan atas keputusan KPU Kota Bandar Lampung dengan permohonan untuk mecabut diskualifikasi. Dalam hal ini pasangan No. urut 02 Yusuf Kohar dan Tulus Purnomo meregistrasi perkara terkait penetapan rekapitulasi perhitungan perolehan suara pemilihan Calon Walikota dan Wakil Walikota Bandar Lampung, lalu penggugat menarik kembali permohonan tersebut kepada Mahkamah Konstitusi. Metode penelitian dalam penulisan tesis ini yaitu penelitian hukum doktrinal dengan metode pengumpulan data studi kepustakaan untuk menjawab permasalahan yang kemudian hasilnya diharapkan akan bertujuan memberikan jalan keluar atau saran untuk mengatasi permasalahan. Berangkat dari pembahasan, sengketa proses administrasi pemilihan dan sengketa hasil Pilkada yang menjadi akar permasalahan dalam Pemilihan Kepala Daerah Tahun 2020 di Kota Bandar Lampung. Solusi yang ditawarkan ialah regulasi Pilkada 2020 berdasarkan pada UU Nomor 10 Tahun 2016 mengatur penyelenggaraan Pilkada dalam keadaan normal artinya belum terjadi pandemi Covid-19. Akan tetapi, UU tersebut harus dilakukan revisi karena Indonesia dalam kondisi pandemi Covid-19, dan perubahan regulasi Pilkada oleh KPU RI tidak secara tiba-tiba bagi KPU di Provinsi dan KPU Kabupaten/Kota, tetapi perubahan regulasi dilakukan secara koordinatif dan sesuai tahapannya sehingga partisipasi masyarakat dapat terjaga secara kondusif untuk mengikuti proses demokrasi atau memberikan suaranya di TPS.

The 2020 Regional Head Election in Bandar Lampung City is an election process that has been regulated in Law No. 10 of 2016. However, in the stage mechanism there are Systematic and Massive Structured violations according to the findings of the Lampung Provincial Bawaslu based on reports followed up by the Lampung Provincial Bawaslu. There were violations before and after in determining candidates, the violations involved the use of ASN, the distribution of money to the community as well as the misuse of Covid-19 social assistance for campaign purposes carried out by the candidate pair No. 03 Hj. Eva Dwiana and Deddy Amrullah. In the decision of the KPU to cancel the candidate pair No. 03 and the pair No. 03 appealed to the Supreme Court to cancel the decision of the Bandar Lampung City KPU with an application to revoke the disqualification. In this case, the couple No. 02 Yusuf Kohar and Tulus Purnomo registered a case related to the determination of the recapitulation of the calculation obtained votes for the election of Mayor and Deputy Mayor Candidates of Bandar Lampung, then the plaintiff withdrew the application to the Constitutional Court. The research method in writing this thesis is doctrinal legal research with a method of collecting literature study data to answer problems which then the results are expected to aim at provide solutions or suggestions to overcome problems. Departing from the discussion, disputes over the election administration process and disputes over the results of the regional elections are the root of the problem in the 2020 Regional Head Election in Bandar Lampung City. The solution offered is the regulation of the 2020 Regional Elections based on Law Number 10 of 2016 regulating the implementation of the Regional Elections under normal circumstances, meaning that the Covid-19 pandemic has not occurred. However, the law must be revised because because Indonesia is in the condition of the Covid-19 pandemic, and the change in Regional Election regulations by the KPU RI is not sudden for the KPU in the Province and the Regency/City KPU, but the change in regulations is carried out in a coordinated manner and according to the stages so that public participation can be maintained in a conducive manner to follow the democratic process or vote at the polling station.
