Surat Keputusan Majelis Kehormatan Notaris Wilayah tentu memiliki akibat hukum yang krusial bagi notaris maupun pihak-pihak lainnya yang terkait. Surat Keputusan tersebut harus sesuai parameter aspek formal prosedur, wewenang, dan substansi agar dapat mencapai suatu kepastian hukum. Permasalahan yang diangkat dalam penelitian ini adalah mengenai aspek formal prosedur, wewenang, dan substansi Keputusan Majelis Kehormatan Notaris Wilayah Sebagai Objek Tata Usaha Negara serta kompetensi absolut dalam Putusan Pengadilan Tata Usaha Negara Medan Nomor 31/G/2022/PTUN MDN. Untuk menjawab permasalahan tersebut, digunakan metode penelitian hukum doktrinal dengan tipe penelitian eksplanatoris. Hasil dari penelitian ini menunjukkan bahwa penerbitan Surat Keputusan Majelis Kehormatan Notaris Wilayah dalam kasus ini berkaitan dengan parameter aspek formal prosedur, wewenang, dan substansi karena masih ditemukan berbagai penyimpangan dari segi aspek tersebut. Dengan demikian, saran yang dapat diberikan adalah agar Majelis Kehormatan Notaris Wilayah serta Pusat dapat berkolaborasi untuk memberikan pertimbangan yang lebih matang, berhati-hati, dan cermat dalam memberikan penilaian, serta diperlukan pertimbangan hakim yang lebih mendalam dengan memahami objek sengketa Peradilan Tata Usaha Negara.

The Decree of the Regional Notary Honorary Council certainly has crucial legal consequences for notaries and other related parties. The Decree must be in accordance with the parameters of the formal aspects of procedures, authorities, and substance in order to achieve legal certainty. The problems raised in this study are regarding the formal aspects of the procedures, authority, and substance of the Decision of the Regional Notary Honorary Council as a State Administrative Object as well as the absolute competence in the Decision of the Medan State Administrative Court Number 31/G/2022/PTUN MDN. To answer these problems, a doctrinal legal research method with an explanatory research type is used. The results of this study show that the issuance of the Decree of the Honorary Council of the Regional Notary in this case is related to the parameters of the formal aspects of the procedure, authority, and substance because various irregularities are still found in terms of these aspects. Thus, the suggestion that can be given is that the Regional and Central Notary Honorary Councils can collaborate to provide more mature, careful, and careful consideration in providing assessments, and more in-depth consideration of judges is needed by understanding the object of the State Administrative Court dispute.
