Di proritaskannya pengamanan pada ALKI I dalam pembahasan Tesis ini mengingat di ALKI I tingkat kepadatan lalu lintas pelayaran dan penerbangan internasional sangat tinggi maka dituntut untuk lebih mewaspadai terhadap setiap ancaman di sepanjang ALKI-I yang melewati Perairan Laut Natuna, Selat Karimata, Laut Jawa dan Selat Sunda. Resiko meningkatnya sengketa di Laut Cina Selatan terus mendapat perhatian khusus dari negara-negara di kawasan, termasuk AS, dan India. Dengan terbatasannya jumlah dan sarana patroli laut dan udara, kemampuan pengawasan dan sarana maritime surveillance dalam pengamanan di ALKI-I, memberikan indikasi kuat akan kemungkinan terjadinya penyalahgunaan ALKI-I. Tujuan dari penelitian ini mengoptimalisasi pengawasan dan pengamanan ALKI I dalam rangka penegakan kedaulatan dan hukum di laut. Optimalisasi pengamanan ALKI-I dilaksanakan melalui penggelaran kekuatan TNI Angkatan Laut secara permanen dengan mempertimbangkan dan memanfaatkan potensi yang dimiliki oleh pemerintah pusat maupun pemerintah daerah dan kerjasama instansi terkait serta penyusunan suatu produk hukum pengamanan ALKI dalam bentuk Peraturan Presiden
Considering that the level of internatonal traffic and aviation is very high, the priority of security for ALKI I is prioritized in this study. It is strongly required to be more aware of to any threats along ALKI-I which pass the Natuna Sea, Karimata Strait, Java Sea and Sunda Strait by securing and supervising all foreign vessels that crosses the Republic of Indonesia sovereignty. The risk of increasing disputes in the South China Sea continues to take special attention from countries in the region, including the US and India. With the limitation of the number and means of sea and air patrols, the surveillance capability and means of maritime surveillance in security at ALKI-I, provide a strong indication of the possibility of misuse of ALKI-I by foreign vessels carrying out intelligence functions to conduct illegal surveys and other illegal activities. The purpose of this study is to Optimize the supervision and security of ALKI I in the context of enforcing sovereignty and law in the sea. ALKI-I security measures are implemented through deployment of the Navy permanently by considering and utilizing the potential possessed by the central government and regional government and the cooperation of related agencies and the preparation of the regulation at ALKI in the form of a Presidential Regulation
