The phenomenon of diclining visual, fuctional and environmental quality of the downtown area is common in most large cities. In relevant with the importance of preserving the downtown area as the source of a city's development, it is important to understand the processes underlying that development. The province of Bali, as a major tourist destination in Indonesia, is determined to develop tourism based on its cultue,; threfore all activities are directed to support and to improve cultural tourism. Concern for downtown areas comes into this consideration.
In Bali the PolaPempatan Agung (crossroads pattern) is a morphological type at the centre of a kingdom/puri, city or village/banjar (the Balinese smallest area or district). This tradionally implemented the ritual concept of Catus Patha. The pempatan Agung area of Tabanan exhibits this ritual concept of Catus Patha. The Pampatan Agung area of Tabanan exhibits this ritual orientation, but its sense of place is now gradually eroding.
