this article tries to offer explanation about the existence of permission institution, which is presurned as the form of actualization of government fries ermessen so called, on exercising the public service , either on the level of regeling, beschikking so called or social meaning. The explanation is done with using the structural functional theory of Talcott parsons as the frame of analysis.
