Jasa keuangan dan melakukan kegiatan usaha pembiayaan pengadaan barang berdasarkan kebutuhan konsumen berupa pembiayaan kendaraan bermotor, pembiayaan alat-alat rumah tangga, pembiayaan barang-barang elektronik dan pembiayaan perumahan. Pranata hukum pembiayaan konsumen di Indonesia dimulai pada tahun 1988, yaitu dengan dikeluarkannya Keppres No.61 Tahun 1988 Tentang Lembaga Pembiayaan, dan Keputusan Menteri Keuangan No.1251/KMK.013/1988 Tentang Ketentuan dan Tata Cara Pelaksanaan Lembaga Pembiayaan. Lembaga Pembiayan Konsumen dalam pranata hukum di Indonesia diatur dalam Buku III KUHPerdata Tentang Perikatan, UU No.21 Tahun 2011 Tentang Otoritas Jasa Keuangan, PMK No. 84/PMK.012/2006 Tentang Perusahaan Pembiayaan, Peraturan Presiden RI Nomor 9 Tahun 2009 Tentang Lembaga Pembiayaan dan Peraturan Otoritas Jasa Keuangan yang mengatur tentang kegiatan usaha lembaga pembiayaan.
Selain itu, tujuan pengaturan dan pengawasan Otoritas Jasa Keuangan terhadap kegiatan usaha perusahaan pembiayaan konsumen agar tercipta ketertiban, dan keamanan dalam perekonomian, kemakmuran, meningkatkan kepercayaan masyarakat dalam bertransaksi dan menambah keuntungan bagi pelaku usaha dengan terlaksananya tata kelola perusahaan yang baik. Pelanggaran atas peraturan/ketentuan dan tidak dipenuhinya ketentuan Otoritas Jasa Keuangan akan mengakibatkan perusahaan pembiayaan ini terkena sanksi hukum yaitu sanksi administratif.

Violation of rules / regulations and noncompliance with the provisions of the Financial Services Authority will lead the finance company is exposed to legal sanctions which administrative sanctions.
