This article analyzes the literary data of the empowerment efforts of small enterprises women in Indonesia, in the context of women movements. There are two kinds of problems encountered by women of small enterprises, i.e.: technical and strategic problems. Through the ASSPUK case, the writer discloses that the strategy of empowering small enterprises women is now in the position between two approaches, i.e.: the approach of overcoming enterprises technical problems and the approach of overcoming the problems in power relation, in the context of politics-economics and social-kinship. The concept of economic democracy tends to be taken as an approach of empowerment as it is hypothetically enables the solution to both technical and strategic problems.
