[ABSTRAKTesis ini membahas tentang akses dan kontrol perempuan pada pengelolaan danapinjaman SPP PNPM Mandiri Perdesaan. Penelitian ini menggunakan pendekatankualitatif dengan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwaakses perempuan pada dana pinjaman ditentukan oleh keikutsertaan dengankelompok, informasi yang diperoleh perempuan, kelengkapan administrasi danijin dari suami. Akses perempuan terhadap dana pinjaman mempengaruhi padapengelolaan dana pinjaman SPP dan adanya keterlibatan suami dalam pengelolaandipengaruhi dari sistem kebijakan yang diterapkan sebelum meminjam dana.Sedangkan kontrol perempuan pada dana pinjaman masih relatif rendah,meskipun adanya keterlibatan perempuan dalam pengelolaan dan pengeluaran,namun masih sangat terbatas.
