One of the problems in the empowerment of SME's is the low quality of technology. The result of the inventory of issues conducted by the ministry of cooperatives and SMEs in 2009 stated that the problem faced in the development of SMEs is the choice and type also the level of technology required in order to support the acceleration of analysis of the process of empowerment of SMEs. From the factor analysis in implementing effective technology to increase SMEs productivity in food crops and horticulture shows 10 (ten) important factor that determine the success of technology adotion by SME's are: (1) Government support, (2) Operational cost of tools usage, (3) Assets ownership by SME's, (4) Types of product, (5) Support system, (6) Supporting infrastructure, (7) Equipment price, (8) Business development strategy, (9) Human resources availability, (10) User friendly tools. Government support is a main factor considering weaknesses in the internal of SMEs and weaknesses in syst
em suppot and infrastructure. From various conditions mentioned above and to encourage technology application by SMEs, highly recommended to give incentive such as: (1) Ease to access to investment loans, (2) Provision of counseling, eduacation and training agencies, (3) entrepreneur development through education and (4) Development of information institutions and other supporting agencies such as research and development institutionInfrastructure development needs greater attention because this policy will affect the level of technological efficency.
