ABSTRAKPembangunan Jembatan Selat Sunda (JSS) adalah salah satu infrastruktur
yang dapat meningkatkan pertumbuhan ekonomi Indonesia karena
menghubungkan dua pulau besar yaitu Pulau Sumatera dan Pulau Jawa. Namun
pembangunan proyek ini memiliki ketidaklayakan secara finansial. Melalui
pendekatan Value Engineering, biaya pembangunan JSS ini diperkirakan
mencapai 187 triliun rupiah dengan Rate of Return (ROR) 7,25%. Nilai ROR
yang di bawah nilai Minimum Attractive Rate of Return (MARR) 12% membuat
tidak ada investor tertarik untuk berinvestasi pada proyek ini. Nilai ROR
optimum dapat dibuat melalui kombinasi pola sharing sharing antara pemerintah
dan swasta pada Initial cost (IC), Operate&maintanance (OM), dan Revenue (R).
Selanjutnya dibuat skema kelembagaan berbasis Strategic Alliance Public Private
Partnership (SAPPP).
ABSTRACTSunda Strait Bridge (JSS) is one of the infrastructure that could boost
economic growth in Indonesia because it connects two large islands of Sumatra
and Java. However, the problems is financially impropriety. By the Value
Engineering approach, the cost of construction is estimated to reach 187 trillion
rupiah with Rate of Return (ROR) at 7.25%. This ROR values are below the
Minimum Attractive Rate of Return (MARR) at 12% made no investors interested
in investing in this project. ROR optimum value can be created through a
combination of patterns of sharing between government and private sharing on
Initial Cost (IC), Operate & maintanance (OM), and Revenue (R). Furthermore
created an institutional scheme based on Strategic Alliance Public Private
Partnership (SAPPP).
