ABSTRAKTesis ini membahas proses diplomasi Pemerintah Indonesia di tingkat regional
maupun domestik yang dipengaruhi birokrasi politik domestik terkait ratifikasi
ASEAN Agreement on Transboundary Haze Pollution. Penelitian ini adalah
penelitian kualitatif eksplanatif. Hasil penelitian menyarankan Pemerintah
Indonesia untuk melakukan kesiapan teknis dan dana dengan lebih matang;
mengesampingkan ego sektoral masing-masing institusi; dalam membuat
kebijakan publik terkait isu lingkungan, khususnya sektor kehutanan, Pemerintah
Indonesia harus memiliki rancangan berpikir jangka panjang dan cara kerja yang
lebih terintegrasi.
ABSTRACTThe focuses of this research are the Indonesia government diplomacy in regional
and domestic level. The purpose of this research is to understand the dynamics of
Indonesia government diplomacy that influenced by domestic bureaucratic
politics in regional and domestic level regarding the ratification of ASEAN
Agreement on Transboundary Haze Pollution. This research is qualitative
explanative interpretive. The data were collected by means of deep interview. The
researcher suggest that Indonesia government should conduct technical and funds
readiness related the implementation of ASEAN Agreement on Transboundary
Haze Pollution; lay aside institution sectoral’s ego; in making public policy,
regarding the environmental issues, especially forestry sector, Indonesia
government must have long-term visions and more integrated framework.
